THE BOARD OF SUPERVISORS OF CON'T'RA COSTA COUNTY

SUBJECT: CLOSED SESSION
The Chairman ';announced that a closed session would be held
in accordance with the parameters as set forth in the attached
announcement.
At 10: 20 a.m. the Board recessed into closed session in Room
105 of the CountylrAdministration Building, 651 Pine Street,
Martinez.
At 11: 17 a.m.. the Board_ reconvened and continued with the
regular agenda.
At 1: 30 p.m. j�ithe Board recessed into closed session in Room
105 of the County' Administration Building.
At 2 p.m. the Board reconvened. V. J. Westman, County
Counsel, advised that the Board in Closed Session adopted
Resolution No. 94%471 approving the Letter of Understanding with
IAFF Local 1230 on wages for the 1993-1994 fiscal year; and
Resolution No. 94%472 providing a salary adjustment for uniformed
fire district managers in the County Merit System and Volunteer
Fire Districts by"?'unanimous vote of all five Supervisors. (See
Resolutions)
Mr. Westman further advised that the Board in Closed Session
authorized Countyl� Counsel to proceed with the filing of a cross-
appeal in the case of the Town of Danville et al v. the County of
Contra Costa et al in Superior Court Case No. C93-00231.
Supervisors Powers, Smith, DeSaulnier, and Torlakson voted aye;
Supervisor Bishop, voted no.
. The Board then continued with the regular agenda.

IAFF Local 1230 on Wages for 1993-95 1 Resolution No. 94/ 471
1 The County and IAFF Local 1230 having negotiated in good faith and agreed upon
terms and conditions of employment for the period January 1, 1993 through
September 30,�1995; and,
2., The County Administrator having submitted the attached Letter of Understanding
dated September 30, 1994 signed by representatives of the County and Local 1230
which summarizes agreements on wage adjustments and implementation of
differentials for enhanced medical training and hazardous materials response
qualification within the contract period noted above; and,

3. The Board having thoroughly considered the Agreement, NOW THEREFORE:
The Contra Costa County Board of Supervisors in its capacity as governing Board of the
County of Contra Costa, and all districts of which it is the ex officio governing Board,
RESOLVES THAT:
Effective January 1, 1993 the Letter of Understanding with Local 1230 attached hereto
and incorporated herein is adopted.

Dear Mr. Greenlaw:
This Letter of Understanding between Contra Costa County Board of Supervisors
in its capacity as ex officio Governing Bpard of the'Contra Costa County, Moraga
and Orinda Fire Protection Districts,` and IAFF Local 1230 reflects negotiated
agreements reached between the parties on wage adjustments for a contract
period from January 1 ,,1993 through September 30, 1995. The parties agree to
jointly recommend this Letter of Understanding to the Board of Supervisors for
consideration and adoption.
In executing this Letter,of Understanding, the County and Local 1230 also agree
that except as provided in this letter, all other provisions of the existing
Memorandum of Understanding (MOU) shall remain in full force and effect until
superseded by a subsequent MOU. It is understood additional 'germs and
.conditions of employment for the above noted contract period .remain to be
settled and, upon settlement, will be memorialized with the wage agreements
contained herein in a comprehensive Memorandum of Understanding and
recommended to the Board for approval.
I . General Wage Increase - Effective September 1 , 1994, each represented
classification in the bargaining unit shall receive an increase of 3% (30
levels) on the Basic Salary Schedule.
2. Emergency Medical Technician 1 Differential - Effective October 1 , 1994 all
classifications in` the bargaining unit, except incumbents in Paramedic
classifications, shall receive a differential of 2% of base salary in
recognition of current performance levels. MOU Section 28 will be
amended to increase the pay differential to 2% of monthly base salary and
extend eligibility{,for the pay differential to all represented classifications

in the Contra Costa County Fire Protection District as well as Orinda Fire
Protection District and Moraga Fire Protection District except: incumbents
of Paramedic "classifications shall not receive this differential and
incumbents of non-paramedic classifications receiving the $50 differential
shall instead receive 2% of monthly base salary. In extending this
differential to all represented classifications, the Fire District agrees to
make training 'available on duty to all employees adequate to meet
required certification standards commencing as soon after October 1 ,
1994 as is practkable with the objective of achieving 100% certification of
all employees not later than September 1 , 1995.
In accepting thisAifferential, all members of represented classes agree to
participate fully,jn all necessary training and certification activities with
the objective of achieving 100% certification of all employees not later
than Septemberl,1 , 1995.
Both the Districtand the Union "agree that, except for reasons of absence
which prohibit participation in training, any employee who fails to become
certified as an EMT I by State of California by September 1 , 1995,
providing such training on duty is available, shall cease to receive the 2%
differential effective on that date. Employees, except as set forth above,
who fail to become certified shall-be offered a retraining period of not less
than 6 months in which to become certified. Employees who still fail to
become certified shall be subject to appropriate personnel action.
3. Hazardous Materials Differential - Effective October 1 , 1994, all
classifications i6i the bargaining unit shall receive a differential of 2% of
base salary in recognition of current performance levels.
In extending this differential to all represented classifications, the Fire
District agrees to provide training on duty to all employees adequate to
meet required First Responder qualification levels commencing as soon
after October 1 ,1994 as is practicable with the objective of achieving
100% qualificatidn of all employees not later than April 1 , 1995.
In accepting this differential, all members of represented classes agree to
participate fully in all necessary training activities with the objective of
achieving 100% qualification not later than April 1 , 1995.
Both the Fire District and the Union agree that, except for reasons of
absence, any employee who fails to meet become qualified as a First

Responder by April 1 , 1995, providing such training on duty is available,
shall cease to receive the 2% differential on that date. Employees, except
as set forth above, who fail to become certified shall be offered a
retraining period'of not less than 6 months in which to become certified.
Employees who still fail to become certified shall be subject to appropriate
personnel action.
4. Alternative Training and Certification - For non-suppression job
classifications, such as Fire District Dispatcher, Senior Fire District
Dispatcher, Fire Inspector, Fire Training Instructor, and Senior Fire Training
Instructor, the District may develop and administer, on duty, appropriate,
comparable specialized training and certification requirements adequate
to qualify for these pay differentials.
