FISCAL IMPACT No General Fund :,money will be used on this project. The total estimated contract amount is $41,272 . 50 and will be financed with Redevelopment Tax Increment funds from the North Richmond Redevelopment Project Area. BACKGROUND/REASONS FOR RECOMMENDATIONS On September 13, 1994, the Redevelopment Agency approved a Disposition and Development Agreement (DDA) between the Agency and the Community Housing- Development Corporation of North Richmond and. Eden *Housing, Inc. The DDA also provides for the acquisition and conveyance of certain real property and the demolition of existing improvements on the property necessary to construct the project. In accordance with California Redevelopment Law (CRL) , the Agency has completed a Relocation Impact Study for the project. CRL also requires the Agency provide relocation assistance to the displaced residents and businesses . The Study identified twelve residential and commercial units, containing a total of seven households, which will be displaced by the project . Crossroads R/W will facilitate the successful relocation of all households and the church. It is a policy of the Agency that all displacees shall receive Relocation Advisory Assistance and that: 1 . No eligible displaced occupant shall be given a 90 Day Notice to Vacate or be required to relocate until the occupant has received a Notice of Entitlement that describes residential relocation benefits and the calculated amount of the Relocation Assistance Payment to which they may be entitled. 2 . No eligible displaced occupant shall be given a 30 Day Notice to Vacate or be required to relocate unless the occupant has been given at least one valid referral for a replacement property. 3 . Eligible occupants will be given comparable replacement referrals within a reasonable amount of time of the initiation of negotiations and on a continuing basis . 4 . Relocation Assistance Payments will be made in a timely manner. Payments for tenants will be based on the Agency' s Housing Valuation Study and spend-to-get requirements . 5 . At the minimum, each displaced occupant will be given a 60/30 Day Informational Notice. This notice advises that they will have at least 90 day's to relocate to a replacement site. a a
