DATE: October 4, 1994 SUBJECT: ADOPTION OF AGENCY-WIDE BUDGET FOR FISCAL YEAR ENDING MARCH 31, 1995 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3723 adopting the Agency-Wide Budget for the fiscal year ending March 31, 1995, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND: Attached is a copy of the Agency-Wide Budget for the fiscal year ending March 31, 1995. The budget includes all income and expenses for all programs of the Housing Authority of the County of Contra Costa. Additionally, an estimated Statement of Operating Reserve is provided for each program. Overall , the budget includes a net income of $101,753. All programs have net income to increase Operating Reserves. The budget reflects an overall decrease of $4,924,670 in expense over the fiscal year budget ending March 31, 1994, which is a 9.4% decrease in expense. The reduction in expense is a result of reduced spending for the development of Casa del Rio. Further, the estimated overall reserve for the Housing Authority is $3,330,174. On September 19, 1994 the Budget Committee of the Advisory Housing Commission reviewed the proposed 1994/95 Agency-Wide Budget and recommended its approval by the Advisory Housing Commission. At its Regular Meeting on Monday, September 19, 1994 the Advisory Housing Commission voted to recommend adoption of Resolution No. 3723 adopting the Agency-Wide Budget for the fiscal year ending March 31, 1995. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt the agency-wide budget for for the fiscal year ending March 31, 1995 the Housing Authority would not be in compliance with financial requirements for the operation of housing authorities and would receive an audit finding. ATTESTED_ OCT "!4 PHIL BATCHELOR, CLERK OF THE BOARD OF COMMISSIONERS AND COUNTY ADMINISTRATOR BY SZ, 0 0,,, , DEPUTY THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3723 ADOPTING AGENCY-WIDE BUDGET FOR FISCAL YEAR ENDING MARCH 31, 1995 WHEREAS, the State of California in Division 24, Part 2, §34327.6 of the Health and Safety Code, requires that all agencies being audited in accordance with generally accepted accounting principles generate an agency-wide budget; and, WHEREAS, the Housing Authority of the County of Contra Costa is audited in accordance with generally accepted accounting principles, as well as Government Auditing Standards issued by the Comptroller General of the United States; and, WHEREAS, the Staff has prepared and submitted to the Board of Commissioners for their review and approval a proposed agency-wide budget for the indicated fiscal year: NOW, THEREFORE, BE IT RESOLVED after review of said budget submission, the following determinations are made: a. That proposed expenditures are necessary in the efficient and economic operation of housing for the purpose of serving low- income families. b. That the financial plan is reasonable. c. That all proposed charges and expenditures are consistent with provisions of law. d. That no PHA employee reflected in the Operating Budget is serving in a variety of positions which will exceed 100% allocation of his/her time. e. That the Housing Authority of the County of Contra Costa will continue to provide a drug-free workplace. The Board of Commissioners hereby adopts and approves the Agency-Wide Budget for the indicated Fiscal Year.
