RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment to execute Project
Agreement 20-72 with the United Council of Spanish Speaking
Organizations to provide $20,000 in FY 1994/95 Community Development
Block Grant (CDBG)'" funds for a computer translation project in East
County.
FISCAL IMPACT
No General Funds are involved. Funds for this project will come from
FY 1994/95 CDBG funds provided to the County by the U.S . Department
of Housing and Urban Development.
BACKGROUND/REASONS FOR RECOMMENDATIONS

On February 15, 1994, the Board of Supervisors approved the allocation
of $3 . 7 million in FY 1994/95 CDBG funds, including $20 ,000 for the

A
computer translation project. The purpose of this project is to
create permanent jobs for lower-income individuals in Central Contra
Costa County through the development of a for-profit computer
translation business . The project is sponsored by the United Council
of Spanish Speaking Organizations (UCSSO) . UCSSO is in the process
of establishing a for-profit subsidiary to operate business
enterprises, including the proposed computer translation business .
CDBG funds will be'' used to prepare a market study and determine the
economic feasibility of a computer translation business in the County.
If the outcome of '`the feasibility study is positive, the remaining
CDBG funds will be;, used to develop a detailed business plan and to
assist UCSSO in obtaining the financing required to successfully
establish this business and create additional jobs for lower income
persons .
