SUBJECT: RESIGNATION FROM THE WOMEN'S ADVISORY COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT the resignation of Charlene Kafer from the Women's Advisory
Committee, DIRECT the Clerk of the Board to apply the Board' s
policy for filling the vacancy, and REFER the vacancy to the
Internal Operations Committee.
BACKGROUND:
Attached is a letter from Ms . Kafer tendering her resignation from
the Women' s Advisory Committee for the reasons outlined in her
letter.

Dear Wanda,
Effective immediately, please accept my resignation from the
Contra Costa County Women's Advisory Committee. My decision
is based on the following:
1 . Lack of cohesion with the Board of Supervisors . Since
my first meeting in March, I have seen no clear mission for
the Advisory Committee. No direction or representation was
ever sent from the Supervisors . Advisory Committee
representatives did not attend Supervisors meetings and
presented only one somewhat nebulous plan for women' s
forums. Slates of candidates for Advisory Committee were
accepted by the Supervisors whether the candidates attended
the initial interview or not. (An indication of lack of
interest by the Supervisors and candidates?)
2 . An inordinate amount of time was spent on fund raising
with no clear picture presented of how the money would be
used to benefit womens causes.
3. Although excellent programs on community problems were
presented to our group, no further action was taken by the
Advisory Committee to educate the Supervisors nor to help
solve the problems.
4. Lack of quorums at many meetings rendered the group
ineffective—in decision making and showed lack of interest by
members.
