HomeMy WebLinkAboutMINUTES - 01251994 - 2.4 To: BOARD OF SUPERVISORS �.... _ _ Contra FROM: PHIL BATCHELOR, County Administrator ,, ;`: Costa CountV DATE: January 25, 1994 SUBJECT: STAFFING REQUIREMENTS TO IMPLEMENT AB 130, CHAPTER 710/93, RELATED TO TIMELY PRODUCTION OF THE RECORDER INDEX SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE attached personnel and appropriation adjustments : establishing the following positions and supporting costs, effective January 26, 1994: Quantity Classification 1 Recordable Documents Technician 1 Supervising Clerk 1 Clerk-Experienced Level 2 Data Entry Operator II FINANCIAL IMPACT: FY 1993-94 costs of the positions of approximately $105,000 will be offset by increased recording fees, authorized by AB 130, Chapter 710/93, and implemented by the Board of Supervisors on January 4, 1994. BACKGROUND: AB 130, Chapter 710, Statutes of 1993, authorized a county to increase recording fees by $2.00 provided that the Recorder's Office meet the requirements of producing the daily index within two business days after recordation and that the office remain open on every business day except legal holidays. The Board of Supervisors implemented the increased recording fees on January 4, 1993, at which time the County Administrator indicated that he would return to the Board shortly with a report on staffing adjustments needed to comply with the requirements of AB 130. This staffing projection is predicated on the tremendous volume of recordation activity stimulated over the past two years by decreasing interest rates. Due to this high volume, it has taken as much as 15 days to verify the index, 10 days to process mail recordings and many months to return recorded documents to the proper parties. As a point of reference, 1992 recordation activity increased 32% over 1991 and current activity is approximately 6% higher than in 1992. CONSEQUENCES OF NEGATIVE ACTION Failure to provide the Recorder with sufficient staff to ensure compliance with AB 130 would require the County to repeal recorder fee increases, resulting in a substantial loss in new revenue. ` POSITION ADJUSTHENP REQUEST No.�(p Date: Dept.
