HomeMy WebLinkAboutMINUTES - 01251994 - 1.7 (3) `7o TO: REDEVELOPMENT AGENCY ''� Contra Costa FROM: Phil Batchelor - County Executive Director J DATE: January 25, 1994 SUBJECT: Area 4, Pleasant Hill BART Station SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the-Deputy Director - Redevelopment to execute a contract with Sedway & Associates to develop an RFP for a developer of Area 4 , a Redevelopment Agency-owned high density residential site in the Pleasant Hill BART Station Area. FISCAL IMPACT The Redevelopment Agency budgeted funds for this purpose. No General Fund monies are involved. BACKGROUND/REASONS FOR RECOMMENDATIONS Area 4 (South) is an approximate 5 acre assemblage of property that is owned by the Contra Costa County Redevelopment Agency. The Pleasant Hill BART Station Area Specific Plan designates this property for multiple family residential, very high density. After terminating the previous master developer for failure to perform, the Redevelopment Agency completed the assemblage of this development site in 1993 . The site has a capacity for 200+ residential units. The Agency has been approached by numerous development interests regarding the availability of this site. To determine the best offer, the Agency should subject the availability of the property to a competitive process. The criteria for ultimate selection of a developer will include developer capacity, the appropriateness of the proposed plan of finance and the quality of the development pr gram, and the degree of affordable housing achieved.
