SUBJECT. AUTHORIZE EXECUTION OF DTPA"NEW DEMONSTRATION GRANT"AGREEMENT

I. . RECOMMENDATION
Authorize the Executive Director, Contra Costa County Private Industry
Council, to execute a Job Training Partnership Act (DTPA) Subgrant (#19-
8217-0) with the California Employment Development Department (EDD)
under the U.S. Department of Labor's "NEW Demonstration Grant Award"
for $45,000 and for the term December 1, 1993 through March 31, 1995.
II. FINANCIAL IMPACT
None. One hundred percent Federal funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Pursuant to a request in July 1993 from the State's Employment
Development Department/Job Training Partnership Division soliciting
participation in the State's Application to the U.S. Department of Labor for
a "Nontraditional Employment of Women (NEW) Act" demonstration grant,
the Contra Costa County Private Industry Council submitted a program
proposal.
Contra Costa's proposal for a pilot demonstration project was accepted by
the State and incorporated as one of six demonstration sites in its
application to the U.S. Department of Labor.
On December 9, 1993, EDD informed Contra Costa that the State's
application had been accepted for funding by the Department of Labor.
Contra Costa now needs to complete and execute a subgrant agreement with
the State for this pilot project.

The project - in coordination with the Pittsburg Adult Education Center and the
Contra Costa Building Trades Council - will provide classroom training,
supportive services and volunteer work-experience for ten JTPA-eligible women
participants. It is anticipated that five (5) of the participants will be placed in
non-traditional building trades apprenticeship positions and that an additional
three (3) will be placed in non-traditional jobs with government or private
agencies as maintenance workers.
