SUBJECT: Restoring deferred cost of living increases
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
The Board of Supervisors previously approved a 3% salary increase effective
October 1, 1992, for County employees with the exception of Department Heads and
members of the Board of Supervisors. The reason for the deferral was to postpone the
3% until July 1, 1993. However, due to budget circumstances at that time, the Board
approved a continuation of the salary.deferral. After 15 months the question now is,
should the deferral be ended or extended?
Accordingly the Board of Supervisors may wish to consider whether or not :to
continue the deferral beyond 15 months or to take action to terminate the 3% salary
deferral; restore the deferred 30 level salary increase for the Department Heads effective
January 1, 1994, and introduce in its salary ordinance, restoration of the 3 salary
reduction previously enacted by the Board of Supervisors.

The Board determined to terminate the 3 percent salary deferral for the County
Department Heads and for the County Administrator and ADOPTED Resolution No. 94/52.
The Board determined to terminate the salary deferraLifor the Board of Supervisors .
members, and introduced the 'otdinance restoring the 3 percent salary reduction, and fixed
January 25; 1994 for adoption of same.
Supervisor Smith abstained from voting on the ordinance relating to Supervisors
salaries and requested that the Board consider conducting a management salary audit to
be sure that the County is getting their money's worth, and to be sure that management
employees are being fairly compensated.

In consideration of the fact that all County Department Heads have voluntarily
deferred a 30 level (3%) salary increase awarded other County employees since
October 1, 1992; NOW THEREFORE,
The Contra Costa county Board of Supervisors in its capacity as governing board
of the County of Contra Costa and all districts of which it is the ex officio governing
board, RESOLVES THAT:
Effective January 1, 1994 all County Department Heads and the County Administrator
listed below shall have their salary increased on the basic salary schedule by 30
levels (3%).

ORDINANCE NO. 94-
(Supervisors' Compensation)
The Contra Costa County Board of supervisors ordains as follows
(omitting the parenthetical footnotes from the official text of
the enacted or amended provisions of the County Ordinance Code) :
SECTION I . SUMMARY. The County has reached agreement with
employee organizations, increasing employee salaries and benefits
over a term ending September 30, 1995 . This ordinance provides
for an equitable proportionate adjustment in the compensation of
the Board of Supervisors . This ordinance also restores to the
members of the Board of Supervisors a 3% salary increase which
the Board has deferred since October 1 , 1992 :
SECTION II . Section 24-26 . 006 of the County Ordinance Code is
amended to read:
24-26 . 006 Supervisors . Each supervisor, for service as
such, shall receive a base monthly salary at the following
monthly rates as specified in the Contra Costa County Pay Series
Schedule:
From April 1 , 1994 to June 30, 1994 , a monthly salary at
level Cl 2038 .
From July 1 , 1994 to December 31, 1994, a monthly salary at
level C1 2018 .
From and after January 1, 1995, a monthly salary at level
C1 2028 .
Additionally, each supervisor shall receive reimbursement
for reasonable expenses necessarily incurred in the conduct of
such office and such other benefits as are provided other
classified or exempt management employees, and an automobile
allowance of four hundred dollars ( $400 ) per month. Receipt of
the automobile allowance requires that a private automobile be
furnished for county business .

SECTION V. EFFECTIVE AND OPERATIVE DATES . Pursuant to
Government Code section 25123..5 and Elections code section 3752,
this ordinance becomes effective 60 days after passage, and shall
become operative on April 1 , 1994, and within 15 days of passage
shall be published once with the names of supervisors voting for
and against it in the a newspaper
published in the County.

1. The Board of Supervisors has adopted agreements with the Contra Costa
Labor Coalition regarding increases in salary and benefit levels for the period
October 1, 1993 to September 30, 1995; and
2. The County Administrator has recommended that equivalent salary and benefit

NOW THEREFORE:

board of the County of Contra Costa and all districts of which it is the ex
officio governing board, RESOLVES THAT:
Effective on the dates indicated herein, Resolution 92/107 which most recently
established compensation and benefits for County Officers, Management and
Unrepresented Employees is amended as follows:
I.. Salaries
The officers and employees whose classifications and current salary levels are
listed in the document entitled "Exhibit A" attached hereto and incorporated
herein, shall have their salary levels increased by 10 levels (1.0045%) on the
basic salary schedule effective July 1, 1994 and by an additional 10 levels
effective January 1, 1995. Any net savings achieved by the County for the
period July 1, 1994 through December 31, 1994 from replacement of the 1st
Choice Health Plan by the QualMed Health Plan and which is above the 20 level
salary increase, shall be added to the 1% salary increase effective January 1,
1995.
These adjustments are not applicable to Members of the Board of Supervisors,
Superior and Municipal Court Judges and related classes under jurisdiction
of the State of California, or to merit system Fire District Management
personnel whose salary adjustments are separately considered on a calendar,
year basis.
In the Community Services Department, these increases are extended only to
merit system classes. All unrepresented project classifications in the
federally funded Head Start program and the state funded Child Development
program are excluded.

II. Health Plan
Effective February 1, 1994, County health plan contribution levels will be:
Contra Costa Health Plan - 98% of premium costs
Kaiser - ?9%
QualMed HMO - 79%
QualMed PPO - 77%
(Effective November 1, 1994 the County will assume 50% of any PPO premium
increases until September 30, 1995.)
Effective February 1, 1994, subscriber copays of$3 per office visit and $3 per
drug prescription shall be in effect in the Kaiser Health Plan.
Effective February 1, 1994 the maximum annual member benefit under the
Delta Dental Plan is increased from $1000 to $1200

Tentative Agreement
Wages & Health Plan Adjustments
The County and the members of the Labor Coalition agree to jointly recommend that the Board of
Supervisors consider and adopt the following settlement on wages and health plan adjustments for
the period October 1, 1993,to September 30, 1995.
.1. Wages
Effective July 1, 1994, increase salary by 10 levels(1.0045°x6).
Effective January 1, 1995, increase salary by 10 levels(1.0045%). Any net savings
achieved by the County from the replacement of the 1st Choice Health Play by the
QualMed Health Plan for those eligible to a salary increase as provided herein and which is
above the cost of the 20 level salary increase shall be added to the 1%salary increase
effective January 1, 1995.17he California Nurses Association,IAFF Local 1230, and the
Union of American Physicians and Dentists are exluded from these wage increases and
subvention calculations. The savings shall be computed on a per cap basis as follows:
a. The County's "original cost"shall be computed by adding together the gross subvention
for each represented employee in 1st Choice for the month of 10-01-93, the sum then
increased by 14%.
b. The County's "current cost" shall be computed by adding together the gross subven-
tions of each represented employee who transferred from lst Choice to QualMed, for
the month 10-01-94.
c. The amount of money to be provided as additional monthly salary increases shall be the
"original cost" minus the "current cost"minus the monthly cost of the 20 level wage
increases.
2. Coverages Offered
Effective February 1, 1994, the County will offer medical plans including Contra Costa
Health Plan(CCHP), Kaiser, QualMed, Delta Dental, and Safeguard Dental.
3. Health Plan Subvention
Effective 2/1/94:
CCHP = County share 98%
QualMed/Kaiser HMO's = County Share 79%
QualMed PPO = County share 77%to October 31, 1994.
Delta Dental = Increase annual maximum benefit per member from 51,000 to S1,200.
4. Kaiser Copays
Effective February 1, 1994:
Kaiser Office Visit= $3.00; Kaiser Drugs= $3.00
5. Future OualMed PPO Increases
Effective November 1, 1994, the County and Coalition members will equally share(50/50)
the amount-'of any premium increases.
6. Health Pian Review Committee
The County proposal for a labor/management health plan review committee is accepted
The Committee shall be comprised of five reps of the Coalition and up to five reps of
management and shall review changes in rates and benefits and if the committee decides it
is advisable to meet with a health plan provider, such contact shall be initiated by the
chairperson.
7. Wellness
The County_proposal on Wellness presented 1/6/94 is accepted and is effective February 1,
1994.
8. Indemnification
The County will indemnify all unions in the Coalition in actions brought regarding
termination of the 1st Choice Health Plan,
9. Runout
The County agrees to assume all runout costs associated with termination of the 1st Choice
Health Plan.
10. Open Enrollment
Open Enrollment on a one-tame basis shall be January, 1994, through February, 1994, and
shall subsequently be in November of each year.
