RECOMMENDED ACTION APPROVE AND AUTHORIZE the Director, Office on Aging to submit the Plan and Budget Summary for the Information, Counseling and Assistance (ICA) Grant (County #29-503-01) in the amount of $17, 233 for the period December 28, 1993 through September 30, 1994 to the California Department of Aging. AUTHORIZE ' the Director, Office on Aging, or designee to EXECUTE the ICA Contract (# 29-503-01) subject to approval by County Counsel or the Social Service Department Contract Administrator as to legal form. AUTHORIZE the Director, Office on Aging, to SIGN and SUBMIT future State ICA Contract Amendments that only reflect an adjustment in line items or increased revenues where the amendments do not result in additional County cost or decrease in grant revenue. FINANCIAL ,IMPACT The total budget for the ICA Grant (#29-503-01) is $17,233 . It is entirely funded by the California Department of Aging. No county funds are budgeted for this contract. The basic ICA grant is for $12, 531 for Outreach activities, with a supplemental ICA grant for $4,702 to provide Coordinated Care activities for a total award of $17,233 . III. REASONS FOR RECOMMENDATION/BACKGROUND Mandated under AB2419, the Health Insurance Counseling and Advocacy Program (HICAP) has been operated by the County's Office on ;Aging for the past eight years. The ICA Grant will bring additional revenue to the HICAP Program. This grant is designed to increase health insurance counseling to the underserved citizens of Contra Costa County including ethnic minorities, the disabled on Medicare and the frail elderly. It will educate citizens regarding the new Medicare HMO health plans.
