RECOMMENDED ACTION: Approve and authorize the submission of Grant Application #28-508-3 to the California Integrated' Waste Management Board (CIWMB) , in the amount of $116, 710, for the period from July 1, 1992 through June 30, --1993 , for the Household Hazardous Waste Program. II. FINANCIAL IMPACT: Approval of this application from the CIWMB will result in $116, 710 of non-discretionary grant funding for reimbursement of public education activities to reduce the use and purchase of home pesticides and household toxic products. No County funds are required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Source reduction for household hazardous waste is the most important method of preventing environmental degradation and high recycling and disposal costs. This public education project is aimed directly at helping consumers reduce their use and purchases of more toxic products. The CIWMB annually awards non-discretionary grants for household hazardous waste programs which had been implemented in the fiscal year prior to the grant application. Approval of this grant application will provide reimbursement for FY 1992-93 . In order to meet the deadline for submission, the application has been forwarded to the CIWMB, but subject to Board approval. Three sealed copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit. Program Goals & Objectives Our goal is to divert HHW from entering the landfill, storm drains or soil. A secondary goal is to educate residents about the need to use up the toxic products they currently possess, to reuse toxic products from others, and to switch to less toxic alternatives to reduce the generation of HHW. B. Local Disposal Problem The range of HHW found in our solid waste landfills in the 1990 waste characterization studies done for the HHW Elements (all 19 jurisdictions) is between 0. 1% and 0.70. The collection program described in this proposal is the first countywide, full-range HHW collection program to be implemented to divert HHW from the landfill. C. Program Description Our newly implemented HHW collection program accepts the full range of HHW, : excluding radioactive, explosive or infectious wastes. It is called a "mobile" collection program because we send out staff and equipment to various cities for 20 to 24 weekend HHW collection events per year, rotating the events between the four regions of the county. The collection events service approximately 600 households per weekend, or 12, 000 households per year. Residents call our toll-free hotline to make the required appointment for bringing in their wastes. They may make an appointment between 9:00 'a.m. and 1:00 p.m. on either collection day (Saturday or Sunday) , for any weekend collection event in any city. A reuse program is also available to residents at the collection events. The June 26/27 collection event, the first held in our program, took place in Martinez at our County Public Works Department parking lot. our telephone hotline was opened on April 26, 1993 , the Monday after Earth Day. Implementation of this program is consistent with "Part III: Countywide Integrated Household Hazardous Waste Component" in the Contra Costa Countywide Integrated Waste Management Plan, the final draft of which has been submitted to the CIWMB. 3 D. Operations Plan The Operations Plan used for this event is included as Appendix E. E. Public Education For each collection event conducted we are publicizing the collection events both generally across the county and specifically in the city hosting the collection event. For the Martinez collection event our general publicity included landing a front page article and photo in the Contra Costa Times, the West County Times, and the Antioch Ledger/Post Dispatch newspapers (attached as Appendix A) . Additional publicity in Martinez included two flyers sent to 500 Martinez residents who had responded to a survey on HHW done a few months earlier in Martinez; wording on the garbage hauler's bill about the June 26/27 collection event; and an article in the city newsletter. Additionally, at all collection events, each participant receives two pieces of literature: "Pests Bugging You, " a brochure on alternatives to more toxic garden products, and a factsheet entitled "Safer Alternatives to Toxic Household Products. " F. Volume HHW Collected & End Uses Recycling is done for used oil (Evergreen Oil) , latex paint (Kelly-Moore) and lead-acid batteries (California Battery Exchange) . An outside contractor, Rollins CHEMPAK, Inc. , provides all of the technical staff at the event to bulk and labpack the wastes, and then transports and disposes of the remaining wastes. Due to the heavy volume of wastes collected at this event and the fact that we were understaffed, we were unable to bulk some .of the latex paint and had to incinerate it in order to get it offsite by the end of work on Sunday, June 27 . A summary of the wastes collected, including wastestream volumes, treatment methods and facilities' destinations is included as Appendix B. G. Population The population of Contra Costa County is 855, 100, according to the January 1, 1993 population estimates by the California Department of Finance. H/M. Service Area For purposes of this grant application the service area is the entire county. A map of the county is attached as Appendix C. 4 Contra Costa County Health Services Department began implementing I a countywide HHW collection program on June 26/27, 1993. !Although the program initially served all County residents, the City of Pittsburg and the County jointly agreed to drop Pittsburg from the program after our August 14/15, 1993 HHW event. All other county residents continue to to participate Jn this program. Pittsburg residents did participate in the June 26/27, 1993 collection event for which we are requesting cost reimbursement. Copies of the city council resolutions from the seventeen cities supporting implementation of our mobile program are attached as Appendix F; there is not one from the City of Pittsburg because they did not initially pass this resolution. I/J. List of Sponsbrs & Cooperative Efforts All of the cities in the county, with the exception of Pittsburg, passed city council resolutions supporting the implementation of the mobile collection program, and are therefore "sponsoring" the program with us. They have been most helpful ; in publicizing the program and in finding appropriate sites for us. The garbage haulers are cooperating by providing debris boxes, paying the solid waste tipping fees for those wastes and publicizing the program. No monetary or other in-kind donations are made to the program. K. Cost Savings There is no question that this particular collection event would have cost less had we properly estimated the number of staff needed. i We did base this estimate on the experience of other programs, but had not taken into account the high volume of wastes which actually came in. The result of having too few staff was that staff could not bulk all of the latex paint (48 drums were therefore incinerated) , nor all of the oil based paint (ithe paint went for fuel incineration as was originally planned, but we had to ship much of the paint lab packed, rather than bulked down to Rollins' facility in Los Angeles) . Costs could also have been reduced had we been able to implement our reuse program at this first collection event and had we been able to serve more cars on each collection day. We are doing broth of these now. L. Peter Smith of the Contra Costa County Health Services Department, telephone number (510) 646-2286, or designee will assume the role of generator and collection program sponsor. B. Larry Wong of Rollins Chempack Inc. , telephone number (415) 226-1680, will collect, sort, manifest, and package the waste brought to the site, in environmentally safe and appropriately labeled containers in accordance with Department of Transportation (DOT) standards. C. All hazardous waste collected will be removed from the collection site by a registered hazardous waste hauler within 144 hours of collection. D. Hazardous waste bulking shall only occur in a secured area, away from the receiving area and. will be limited to recyclable motor oil, latex paint, oil based paint and solvents. E. Collection event participants shall remain in their vehicles at all times. Collection personnel will be responsible for .. removing the hazardous waste from the participants' vehicle. F. Emergency response equipment with personnel trained in the use of that equipment will be on-site at all times during the collection event. G. The Contra Costa County Health Services Department will maintain responsibility for all closure costs and financial liability related to this operation. The Department has reviewed your variance request, incorporated herein, pursuant to Section 25143 of the Health and Safety Code and Section 66260.210 (a) , Article 3, Chapter 10, Division 4.5, Title 22 of the California Code of Regulations (CCR) . You are hereby granted a variance from Hazardous Waste Facility Permit Requirements of Chapters 20-21, Division 4.5, Title 22, CCR. This variance is subject to the following requirements: 1. All operations shall be conducted to minimize potential harm to operators, haulers, public and the environment. All associated collection personnel, contractors, and emergency response personnel who will be handling hazardous waste are required to wear protective safety clothing including footwear, eyewear, gloves and the appropriate respiratory protective equipment. 2 . Only those persons trained in hazardous waste management will be allowed to handle the waste. 3 . Personnel training records and all documentation pertinent to the permitting of this collection event shall be maintained on-site available to Department personnel or designee. 4 . The name and phone number of the emergency coordinator, alternate emergency coordinator, and the location and Mr. Peter Smith Juide 21, 1993 Page Three telephone number of at least one local hospital with route map shall be clearly posted at collection site. 5 . Hazardous waste will be limited to 5 gallons or 50 pounds per participant per trip to the collection facility. 6. On-site bulking of waste during collection shall occur at least 50 feet from collection area and shall be limited to latex paint, recyclable motor oil and antifreeze. Oil based paint, and solvents may be bulked on-site only after waste collection has ended. No other waste (with the exception of specified materials identified in this variance) may be bulked, mixed or commingled. 7. All wastes will.-be properly sorted to ensure compatibility of waste collected. 8 . The transport and disposal of extremely hazardous waste will require an extremely hazardous waste permit issued by this office and shall be manifested and handled separately. 9 . Batteries will be shipped to a Department approved permitted battery recycles;. 10 . Spilled and leaked waste shall be collected immediately to prevent spreading the waste. Cleanup operation shall follow the procedures set forth in the contingency plan prepared by the operator. 11. Receiving, handling, and waste storage areas (excluding vehicle traffic lanes) shall have a continuous base for the receiving, handling and waste storage areas. The continuous base shall be designed in accordance with Section 66264 . 175 (b) (1) , Division 4. 5, Title 22, CCR or shall be covered with at least 6 mil plastic sheeting or equivalent. 12 . Collected wastes shall be protected from exposure to the sun and/or precipitation in the event of inclement weather. 13 . ' Biohazardous waste will not be accepted at the collection sites. 14 . Radioactive waste shall not be accepted at the collection sites (with the exception of smoke detectors) . 15 . Compressed gas containers (up to twenty pounds) , aerosol cans, and smoke detectors or alarms maybe collected if directed to appropriate recycling, manufacturing or disposal facilities. 16 . Upon the closure of the collection sites, the secondary containment system, remaining containers, soil, and any other items that are contaminated with hazardous wastes or waste residues shall be decontaminated or removed for Mr. Peter Smith June 21,' 1993 Page Four appropriate disposal. At the end of the event, the site manager shall inspect the facility to ensure that it has been returned to its original state. 17 . Personnel from the State of California Environmental Protection Agency, Department of Toxic Substances Control shall be allowed to enter hazardous waste collection, segregation, identification, packaging, and handling areas for monitoring and inspection. 18. The household hazardous waste collection shall be conducted in accordance with the information and requirements set., forth in this variance, the variance application, and all applicable State, Federal and Local regulations. Failure to comply may result in denial for future operations or lead to enforcement actions. 19 . This Department will be notified immediately upon discovery of any situation not addressed within the conditions of this variance. The Department applauds Contra Costa County's use of household hazardous waste collection to assist the community.
