Project No. 0662-6R4221-92, CP # 93-77. Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. FIND that the project will not have a significant effect on the environment. II. FINANCIAL IMPACT: The estimated project cost is $530,000, funded by Measure C (100%) (%). REASONS FOR RECOMMENDATION/BACKGROUND: The project consists of pavement overlay, restriping and minor intersection improvements which will improve the flow of traffic through the intersection. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301 of the CEQA Guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. YGNACIO VALLEY ROAD/COWELL ROAD OVERLAY AND IMPROVEMENTS County File #CP 93-77: The project consists of pavement overlay, restriping and minor intersection improvements. The intersection improvements consist of: (a) widening a right-turn only lane on Ygnacio Valley Road, six feet, for approximately 500 linear feet; (b) widening the center median north of Cowell Road to 20 feet; (c) removing a median island; (d) modifications to the signal allowing for red signal in both directions; and (e) a "Stop Ahead" sign may be added to an existing flashing light pole. Subject project is located in the central county area of Concord. Ygnacio Valley Road is bordered by open space on the east and residential development on the west. Cowell Road intersects Ygnacio Valley Road and is bordered on the north and south by residential development. This project is exempt from CEQA as a: Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section _ Declared Emergency (Sec. 15269(a)► _ General Rule of Applicability(Section 150611b)(3)) Emergency Project (Sec. 15269(b) or (c)) xx Categorical Exemption, Class _ c Section 15301 The project will not have a significant effect on the environment. All work will be performed within the existing right-of-way. The overlay and intersection improvements will not result in any expansion of use beyond previously existing. No removal of scenic resources will occur as a result of the activities.
