SUBJECT: General Assistance Evidentiary Hearing Decision Appeals
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the Social Service Director to develop a procedure for
hearing General Assistance Evidentiary Hearing Decision appeals
within the structure of the Social Service Department through the
assignment of an existing management employee to act as an
appeals hearing officer effective March 1, 1994 . This would
eliminate the need for the Board of Supervisors to hear these
appeals.
Background
It is readily apparent that a great deal of staff time is spent
on processing the appeals of General Assistance Evidentiary
Hearing decisions once filed with the Clerk of the Board in the
verification process, and preparation and presentation of the
Department's position at the hearing before the Board of
Supervisors.
Contra Costa County is one of the few counties that requires a
General Assistance appellant to appear before the Board of
Supervisors and explain his/her case. It is my understanding
that many .counties have assigned management staff within the
Social Service Department and/or County Counsel's office to serve
in the capacity of a hearing officer. The assignment of a
hearing officer for these appeals has cost savings potential in
the better utilization of staff resources.
