DIRECT the Health Services Director to make an additional quarterly report to the 1994 Internal Operations Committee in March, 1994 . This quarterly report should focus on plans for the April Youth Summit and Spring Community Forum, and the status of evaluation activities, as outlined in the attached report on pages 26-28, along with a brief summary of other activities taking place which further the implementation of the Drug & Alcohol Action Plan. On January 3, 1994, we met with Chuck Deutschman, the Substance Abuse Program Administrator for the Health Services Department and Amalia Gonzalez del Valle, CSAP Coordination for the Substance Abuse Division of the Health Services Department. We have attached the majority of the report we reviewed with Mr. Deutschman and Ms. del Valle, including the evaluation component. Not included are all of the appendices referenced in the Table of Contents . These are available to any Board member who would like to review them. We would like to highlight the plans for a Youth Summit in April (see page 16 of the report) . The overall goal of this conference is to reduce violence and substance abuse among youth in Contra Costa and to celebrate the diversity we have in Contra Costa County. We want to see county-wide Community Forums take place in the Spring of 1994 and in the Fall of 1994 . Some thought has been given to holding the Spring Community Forum in conjunction with the Youth Summit. We think this would be a good idea. X. PART I: Structure and Governance 1.1 County-wide Coordinating Committee During the initial stages of the Partnership Project a County-wide Coordinating Committee [CCC] appointed by the Board of Supervisors was vested with the responsibility to . coordinate and evaluate the Action Plan. In June 1993 the Partnership Coordinators suggested an alternative to the CCC : a Partnership Forum comprised of district representatives appointed by the Regional Steering Committees [RSC] and the Substance Abuse Advisory Board [SAAB] . 1.2 Partnership Forum The proposal for a county-wide Partnership Forum was submitted to the Internal Operations Committee, July 12 , 1993 . The purpose, to transfer the coordinating function of the CCC to the Partnership Forum and to maintain the participatory community process of the Action Plan/Partnership Project through County-wide annual events and bi-annual regional community forums convened to showcase the Partnership, recruit new members, inform, educate, and elicit feedback from community constituencies and local residents regarding the Partnership, ATODA problems, and other regional concerns . The Forum membership consists of representatives from three different Partnership constituencies : the Contra Costa County Substance Abuse Advisory Board [SAAB] , the five Partnership Regional Steering Committees, and the Partnership Project staff. The Substance Abuse Advisory Board constituency has five representatives . The Regional Steering Committee constituencies from Central, East, South, and West have two representatives from each region. Acalanes/Lamorinda has no representatives . On the other hand, Central County has one alternate, and East and South have two alternates each, thus, the total number of Regional Coalition representatives is thirteen rather than the ten originally projected. There are five paid Partnership Coordinators, three CSAP Project staff [Project Director and two Evaluators] and one Community Substance Abuse Services Prevention Specialist in the Forum, a total of nine staff .representatives instead of the eight originally proposed. Table 1 displays the J distribution of Forum representatives by region and constituencies . The Substance Abuse Advisory Board members that have joined the Forum represent four of the five supervisorial districts [Central, East, South, and West] , the other one is an at large member of SAAB. Currently West County is not representated on SAAB or the Partnership Forum. SAAB has been given directives from the Health Services Department and the Substance Abuse Division Administration to seek -racial/ethnic minority recruits to fill in the Board vacancies . Out of a total of 13 representatives from the Regional Steering Committee constituency, 31% represent East County, another 31% represent South County, 23% represent Central County, only 15% represent West County, and there are no representatives from the Acalanes/Lamorinda area. Among the nine Partnership Project staff, 44% are Community Substance Abuse Services Division staff and 56% are regional staff hired under the Partnership grant by fiscal agencies in each of the five supervisorial districts . The Forum membership list shows that out of 27 Forum representatives 41% are Partnership volunteers from the business sector or are self employed. In contrast, 59% of Partnership Forum members are employed in prevention, treatment, or law enforcement programs . For example, out of 16 Forum representatives that work in the public sector, 13 provide prevention services, one is a police officer, one is a high school principal, . and another one is the director of a treatment program. Thus, out of 16 Forum representatives that work in the public sector 81% work in prevention. Out of 27 Partnership Forum members, 48% represent prevention services but only 4% represent law enforcement, treatment [4%] , and schools [4%] . Table 3 shows that all Partnership Forum members are adults , 66% women and 33% men. In terms of racial/ethnic characteristics, 85% of the members are Non-Hispanic White, 11% are African American; and 4% are Latino . There is no American Indian or Asian/Pacific Islanders representatives in the Forum. In each district a fiscal entity selected by the Regional Steering Committee manages the grant : T.O.Y. S . in Acalanes/Lamorinda; Center for Human Development in Central County; Delta 2000 in East County; San Ramon Valley Community Services Group in South County; and Opportunity West in West County. The purpose of the Partnership Project is to assist regions within the county to identify the extent and nature of the substance abuse problem in their area and to address these issues through Regional Steering Committees that utilize the Action Plan as a framework. The Action Plan unifies all sectors of the community to implement strategies that will ultimately lead to clear, consistently applied messages that attempt to change social norms and conditions that sustain substance abuse. The last Action Plan/Partnership Project Report submitted to the County Board of Supervisors Internal Operations Committee [October 9, 1993] identified the need to broaden the Regional Steering Committees to include ethnic and racial representation comparable to regional population demographic ch.aracteristics1 . The lack of inclusion of racial/ethnic groups in the coalitions requires that all initiatives to recruit , engage, and retain Action Plan/Partnership Project membership be targeted to those populations . The Action Plan/Partnership Project Status Report submitted to the County Board of Supervisors Internal Operations Committee [October 9, 19931 also addressed the need to include local government and law enforcement which are absent from two of the coalitions ; religious organizations which are not represented in three of the coalitions ; the business sector which is absent from all the coalitions; and the school sector which is only identified in one of the five regions . To include youth in regional coalitions a strategy was developed by the Substance Abuse Division Administration, three of the Regional Steering Committees [Central, East, and South] , and the Battered Women ' s Alternatives Youth Media Project : to bring together youth representatives from all the regions to design and .implement a Youth Summit in April 1994 .2 1 Action Plan/Partnership Project Internal Operations Report, October 9. 1993, pp: 8-9 2 ibid. pp: 6-7 d. s: o..17ec�mbe .:�€ ....1 .9 ..;:':' ''> : ' a ':' ......................................................s...............................................................................::::::.;:.;:.::.;::.:::................................................S............. Another strategy to reverse the lack of inclusion of sectors and representation of youth and ethnic minorities in the coalitions , was the distribution of the Action Plan/Partnership Project Status Report submitted to the County Board of Supervisors Internal Operations Committee [October 9 , 1993 ] to the Partnership Coordinators with instructions to facilitate development of regional plans for 1994 . The intent, to address recruitment of racial and ethnic minorities , youth, and sectors currently absent from the Regional Steering Committees . Finally, to monitor changes in coalition membership, the 1994 regional plans will be included in the novation of Partnership Project regional contracts, no later than March 1, 1994 . In response to the Internal Operations directive to the Health Department -"to implement the Drug & Alcohol Action Plan, including not only the prevention aspect, but also the treatment and law enforcement aspects of the Action Plan"-the last report included a strategic plan from the Substance Abuse Division for increasing the . level of representation from treatment and lawenforcement sectors in the regional coalitions3. Initial phases of the plan have already taken place since August . For example, a Law Enforcement Prevention Specialist was recruited and his contractual agreement is being negotiated. The first focus group with treatment providers was held November 30 and the second one is scheduled for January 4 , 1994 . Also, on December 15 the Substance Abuse Division designed, coordinated, and hosted a mini-conference, "DUI Programs : Pathways to Prevention" . This event brought together over sixty treatment, prevention, and law enforcement providers to explore issues and solutions to simplify the DUI system. To support the recruitment plan the Substance Abuse Division Prevention Services Coordinator and the Law Enforcement Specialist are developing [-a] an inventory of groups and coalitions [name, purpose, meeting schedule, contacts] and [b] a mailing list data base of Contra Costa County providers and coalitions . Also, the following objectives will be implemented during the first six months of 1994 : • By January 31 , 1994 the part-time Law Enforcement Prevention Specialist hired by the Substance Abuse Division will submit to the Partnership Project Director: [a] an inventory of Law Enforcement groups and coalitions; and [b] a strategic. plan for recruitment of Law Enforcement providers to join the Partnership coalitions . 3 ibid. pp: 11-14 > a ,.. .... ......................................................4......................................... ........................................................................................... ...... : :: ::::::isf::::::::i::::isi:::::::i::::::::::i::::::?::i::::::i::i 3 P ...........:.......................:::...:.. ......... z u`_... [ .�a........................gid......:........,......�a�.�:�...:��;:::::::::........:::.................................................. • By February 28 , 1994 the Regional Steering Committees and Partnership Forum in collaboration with the Partnership Project Director and evaluation team will submit the 1994 Regional Plans . The plans will outline a recruitment strategy specifically designed to increase the percentage of coalition members that represent [a] racial/ethnic groups , [b] youth, and [c] treatment and law enforcement sectors . • Action Plan/Partnership Project members will increase their skills in cultural competence and their capacity to function effectively across cultures by attending the CSAP Training Institutes scheduled for February and March, 1994 . • By June 1994 the Partnership Project will increase the coalitions law enforcement providers from 8% to 12% . • By June 1994 the Partnership Project will increase the coalitions treatment providers from 17% to 19% . • By June 1994 the Partnership Project will increase the coalitions youth representatives from 4% to 8% . 1.4 Changes in the Regional Steering Committees Acalanes/Lamorinda Since the ' inception of the Partnership Project, and in spite of numerous attempts by the former Project Director, Mr . Vic Colman to institute changes in the Acalanes/Lamorinda Partnership, the region has no Regional Steering Committee, instead the T.O.Y.S. Advisory Board not only serves the function of an "ad hoc" regional coalition but perceives the organization and the CSAP grant to be one of the same. The concerns raised by both Mr. Colman and Ms Del Valle . are : [1] the lack of a Regional Steering Committee in Acalanes/Lamorinda; [2] the need to expand the Partnership scope of prevention in Acalanes/Lamorinda from school based activities to a community-wide planning effort; and [3] the conflict of interest inherent in TOYS fund raising activities and membership drives coordinated by a Partnership Coordinator position that is funded by CSAP, a federal prevention planning grant with specific guidelines that limit funding of prevention programs, use of moneys for fund raising purposes, and "seed" money for agency or program development . :>' : ....embe...:.:.....::f.. ......::.:::::.:............::.....................::.:::::.......:..........::..::.::.::........:...:::.............................�............. :> >;:::>: :.>:.::. :r >' ::>:>;::::::>:«::.: ..................... Last June the Partnership Project Director discussed these concerns with Mr. Dan Fletcher, CSAP Project Officer . Following Mr . Fletcher ' s recommendation Ms Del Valle requested technical assistance from CSAP and was granted six days of Ms Susan Kim Sung consulting time for Acalanes/Lamorinda . Technical assistance from CSAP was provided to Ms Caroline Kelley, Mr. Marty Fischer, and Ms Suzanne Streissower in October and November. Following Ms Kim Sung ' s recommendations the Project Director proposed the following solution: 1 . The Partnership Coordinator� is to establish a Substance Abuse Prevention Coalition in the Acalanes/Lamorinda area by June 1994; 2 . The Partnership Coordinator responsibilities need to be implemented in terms of a 40-50% position that will ensure [1] the time commitment and community organization skills needed to recruit , coordinate, document , facilitate, and sustain the coalition building effort in the Acalanes/Lamorinda area and [2] the time commitment and administrative skills needed to link the Acalanes/Lamorinda Regional Steering Committee to ' the County-wide Partnership organizational structure i . e . , CSAP staff meetings, Partnership Forum, and Partnership County-wide strategies , activities and events determined by the CSAP Project and Contra Costa County Action Plan; 3 . The Partnership Project strategies , activities, and events are to be kept separate from TOYS organizational endeavors and programs . For example, CSAP Guidelines explicitly state that Partnership funds cannot be used to raise funds to support an organization or a program [CSAP Letter distributed at the November 1, 1993 TOYS Board Meeting] , thus , the Partnership Coordinator responsibilities are not to include the organization of TOYS fund raising events and membership drives i . e . , as reflected in monthly reports submitted with TOYS Demands for CSAP Payment and in the CSAP Bi-Annual Report submitted last June. 4. The Partnership Coordinator should develop an implementation plan, to be submitted to the CSAP Project Director no later than December 15 . The plan write up should describe the strategies , tasks , activities , timeline, and evaluation criteria involved in the development and establishment of a Substance Abuse Prevention Coalition in Acalanes/Lamorinda by June 1994 . Also, the plan should reflect knowledge about substance abuse specific to the Acalanes/Lamorinda region i .e. , magnitude and scope of substance abuse problem, access, resources, gaps, "stakeholder" and network analysis, "gatekeepers" , etc. 5. The implementation plan is to be reviewed by the CSAP Project Director, the CSAP Project Evaluator, the CSAP Technical Assistance Consultant, and the Director of the Substance Abuse Division. The final plan will be developed jointly by TOYS and the CSAP Project Director and will replace the current Contract Service Agreement Conditions no later than December 22 , 1993 . The Contract Service Agreement Amendment will provide TOYS with an opportunity to articulate their own guidelines and expectations about coalition building. The Contract Service Agreement Amendment will provide the CSAP Project Director with a measurable criteria of performance that is consistent with the CSAP Project Framework and the Partnership Project goals and objectives . 6. The implementation plan has one purpose, to recruit and create a Partnership Regional Steering Committee in the Acalanes/Lamorinda region. The plan will be monitored and evaluated according to TOYS ability to implement the stated objectives , strategies, activities, and timelines . The current TOYS CSAP Partnership Project Contract Automatic Six [6] Months Extension [January 1, 1994 through June 30 , 19931 will be used as a trial period to determine renewal and/or termination of the TOYS Contract for Year Four of the CSAP Partnership for a Drug Free Contra Costa County Project [January 1, 1994 through December 31, 19941 . As part of the technical assistance contract, Ms Kim Sung agreed to facilitate a community retreat to bring together the T.O.Y. S. Board and community "stakeholders" that could potentially be recruited to create a Partnership Regional Steering Committee. The T.O.Y.S . Board retreat took place December 7 but Ms Kim Sung was told that her services were not needed. After the retreat the Board decided to terminate the Partnership Project Contract with T. O .Y. S . A letter from T.O .Y. S . President , Mr . Central County The Central County Steering Committee Chair, Supervisor McPeak, has announced her resignation effective March 1994 . The coalition is making plans for recruitment of new members and election of a chairperson. East County The East County Steering Committee Chair, Mr . Jerry Collins has resigned. The Delta 2000 Executive Director, Ms Ruth Grodin also resigned and the Partnership Coordinator, Mr. Jim Becker is now Executive Director of Delta 2000 . Mr. Becker is currently involved in hiring a new Partnership Coordinator and the Partnership coalition is both planning recruitment strategies for new members and election of a chairperson. PART II Strategies and Activities 2 .1 Community Forums and Special Events Convening the County-wide Community Forum On November 9 , 1993 , the Partnership for a Drug Free Contra Costa County convened the county-wide community in a day long session entitled "Vision ' 93 : The Harvest of Hope" . See Appendix #1 : Harvest of Hope Forum. Eighty seven participants attended the event, including Partnership staff and Substance Abuse Division staff . The event was designed and coordinated by the Partnership Forum, facilitated by Mr. Hugh Vazquez and Ms Isoki Femi , and hosted by the Central County Partnership Regional Steering Committee. The morning session focused on three topics : current county trends in violence and substance abuse; what additional data indicators could be used to develop a more comprehensive assessment of Action Plan/Partnership efforts; and a session focusing on cultural diversity. The afternoon session provided an opportunity for attendees to interact with the County Board of Supervisors through a number of round table discussions . The event included a showcase of various Youth Media Projects ; introduction of the Youth Summit ' 94 Core Planning Team Chair and Co-Chair to the community; a presentation to the community on a Resolution requested by the Substance Abuse Advisory Board and passed by the Board of Supervisors in support of Attorney General Janet Reno ' s position to equally distribute funding between Prevention, Treatment, and Law Enforcement; a request to the youth representatives to hand carry the resolution to , the National Leadership Forum in Washington D. C . -an event sponsored by Community Anti- Drug Coalitions of America [CADCA] - and to directly hand carry the Resolution to Dr. Lee Brown, Director of the Office of National Drug Control Policy. The task was carried out by the Youth Summit Core Team on November 11, 1993 . The Partnership County-wide Community Forum was video taped and covered by the news media; Bay City News and two prime time evening news spots from Dave Padilla on KCBS radio. See Appendix #2 : Harvest of Hobe Evaluations . • Partnership Forums The newly established Partnership Forum, a federation of regional representatives nominated at the local level to coordinate and evaluate the Action Plan/Partnership Project operates on principles of participation and collaboration. The community-wide, multi-level, bottoms- up approach to social action is based on inclusion of interests and representativeness of diversity in Contra Costa County. Last August , the CSAP Project Director and the Partnership Coordinators made presentations to the Regional Steering Committees to request nominations for regional representatives . The same request was made to the Substance Abuse Advisory Board. The CSAP Project Director, the Prevention Specialist, and the Partnership Coordinators conducted orientation sessions for members of the newly constituted Partnership Forum. The first Partnership Forum was convened, September 21, 1993 . Invitation, agenda, educational materials , participatory process for agenda development, data generated by participants, and evaluation instruments are included in Appendix #3 : Partnership Forum I . Forum I was used to identify membership purpose and affiliation, to review CSAP Partnership prevention framework and accomplishments, to establish principles to be used in planning and making decisions to implement Partnership Forum responsibilities . The second Partnership Forum was convened, October 19, 1993 . Invitation, agenda, minutes, and evaluation form are included in- Appendix #4 : Partnership Forum II . The purpose of this meeting was to integrate regional agendas into a final product, to formulate a final agenda and expected outcomes , and to assign responsibilities for logistics, data collection and procedures needed to convene and evaluate the County- wide Community Forum. The third Partnership Forum was convened, December 7 , 1993 . Ms Kim Sung to develop the Partnership Forum purpose, mission, principles, and strategic plan for 1994 . • The Substance Abuse Advisory Board The Community Substance Abuse Services Division supported the desire of the Substance Abuse Advisory Board to secure a booth at this year' s Walnut Festival . The Partnership Project provided the funds for booth rental and the Division staff provided printed materials, banner, and other support services needed for the event. This was the first collaborative effort between the Action Plan/Partnership Project and the Substance Abuse Advisory Board. The Division also responded to the Substance Abuse Advisory Board request to plan and coordinate a Drug orum in the Spring that will feature as a guest speaker Dr. Lee Brown, Director of the Office of National Drug Control Policy. Dr. Brown is a personal friend of Mr . Rollin Klink - a SAAB member and D.E .A. agent who is currently negotiating the date for this event . Dr. Brown has been asked to choose the most convenient date for his trip to Contra Costa County among two scheduled Partnership events that are planned for the Spring: [a] the Youth Summit, April 22 , 1994; and [b] the CSAP Community Workshop Institutes , March 21-23 1994 . The Division drafted, circulated, and presented a Resolution to the Board of Supervisors that was requested by the Substance Abuse Advisory Board. The resolution passed by the Board of Supervisors, November 9 , 1993 stated its support to Attorney General Janet Reno ' s position to equally distribute funding between Prevention, Treatment, and Law Enforcement . The Resolution was hand carried by Contra Costa County youth representatives involved in the Youth Summit Core Planning Team to the National Leadership Forum in Washington D. C. -an event sponsored by Community Anti- Drug Coalitions of America [CADCA] - The Resolution was delivered to the Drug Czar, Dr. Lee Brown, a guest speaker at the conference. The resource brochure, a Care Card titled "Blueprint For Recovery" includes information on substance abuse treatment programs, HIV testing, perinatal services, 12 step meetings, and services for veterans . Sheriff Warren Rupf ' s positive response to the Care Card has evolved into a collaborative effort between the Sheriff ' s Department, the Substance Abuse Advisory Board, and the Substance Abuse Division to [a] plan a county-wide program to link treatment and law enforcement providers; and [b] develop a training video in how to best use the Care Card to make referrals . The Division is also coordinating the Substance Abuse Advisory Board People Who Make A Difference Award, a once a year project that acknowledges volunteer and non- volunteer individuals and groups who significantly contribute towards reducing substance abuse in Contra Costa County. • Red Ribbon Week Following the Board of Supervisor ' s Proclamation declaring the week of October 26 , the official Red Ribbon Week, the Substance Abuse Division Prevention Coordinator disseminated over 6, 000 ribbons to county employees and supplied materials to Part Burke to set up an information table in the Lobby of the County Administration Building. Also, press releases , how to kits, and Family Substance Abuse Agreements were mailed or handed out at meetings all across the county, the Regional Steering Committees, and the Partnership Forum. Furthermore, technical assistance was provided to all Regional Steering Committee Red Ribbon Week activities . DUI Programs: Pathways to Prevention On December 15, 1993 the Substance Abuse Division staff designed, coordinated, and hosted an event to bring together DUI, treatment, prevention, law enforcement providers, and State DMV and DUI representatives . r The purpose : [a] to explore issues, obstacles , and solutions for simplifying the DUI system; [b] enhance agency and public perception of DUI services as a form of prevention; and [c] to increase opportunities to engage DUI related providers and agencies in expanded community prevention strategies . Over 60 guests participated in round-table discussions to identify the major challenges DUI Programs face in their attempts to integrate all DUI components into a comprehensive continuum of care inclusive of treatment, prevention, and law enforcement services . The group requested meeting once again in February, 1994 . The California State Automobile Association provided an Alternative Beverage Bar; a display of informational materials included prevention, treatment , and law enforcement brochures, pamphlets, etc . Evaluation forms collected on site have not been processed yet . • The Bay Area Partnership Media Subcommittee This group meets quarterly to develop a regional public relations campaign that will assist the Bay Area ' s Community Partnerships and Fighting Back in their local efforts to promote alcohol, tobacco and other drug abuse prevention activities . The. sub-committee has been meeting since June in an attempt to forge a memorandum of understanding that will increase the capacity of each of the Partnerships/Fighting Back ability to market their local programs and activities . Representatives from the Vallejo, Berkeley, San Francisco, and Contra Costa Partnerships , and a representative from the Join Together organization meet to develop a prototype media packet and memorandum of understanding to support collaborative media efforts . • The Action Plan/Partnership Newsletter The Community Prevention Newsletter is a tool for marketing the Action Plan/Partnership both to active members and to the general public. See Anoendix #6 : Fall Newsletter. ' The goals of producing and distributing the newsletter are: [a] raise community and agency awareness regarding regional prevention activities; [b] highlight through a Community Calendar information on conferences and community events taking place in Contra Costa County and the Bay Area; and [c] create opportunities for community education, and special announcements with a primary focus on substance abuse prevention strategies and alerts . The response has been favorable, even a few citizens have contributed pieces for the next issue to be produced by the end of January 1994 . • Youth Summit 194 Planning The Youth Media Subcommittee of the United Way Task Force on Adolescent Violence and Substance Abuse Prevention, the Friday Night Live Program of the Alcohol and Drug Abuse Council ' s Friday Night Live, the Public Health Division Tobacco Prevention and violence Prevention Programs , the Action Plan/Partnership Project, and the Community Substance Abuse Services Division have joined together to convene a county-wide Youth Summit . The Summit will take place on April 22 , 1994 at the East County Fairgrounds . The overall goal of the conference is to reduce violence and substance abuse among youth in Contra Costa and to celebrate the diversity of the five regions in Contra Costa County. The proposed outcomes are: [1] to showcase and display youth media projects; [2] to provide a forum for youth prevention messages and workshops ; [3 ] to promote youth leadership to get involved in ATODA prevention; and [4] to increase participation of youth in future clean and sober activities . See Appendix #7 : Youth Summit ' 9 . All conference planning is youth generated, with several youth from each part of the county serving on the planning committee and adults facilitating the process as advisors to the youth. Planning started last April , and has brought together approximately 45 adults and 15 youth for planning meetings conducted .in four regions : Central, East, West and South. As added incentive for their participation, last November the Partnership Project funded four youth representatives from Central, East, West, and South County that are involved in the Youth Summit Core Planning Team to attend a Leadership Forum in Washington, D.C . The East County Partnership and the Battered Women ' s Alternative Youth Media Project staff and City of Antioch Council member, Ms Mary Rochas, secured funding for another East County youth to attend the Leadership Forum. Early this year the West County Partnership expressed an interest in joining .the Youth Summit planning effort but in June the death of two young adults and shooting of two other members of the Parchester Young Adult Association -a community development effort spearheaded by the West County Partnership Regional Steering Committee- .shifted their interest to the regional level . As a result, the West County Partnership has convened a series of community forums designed to bring together young adults and members of the law enforcement community in West County, specifically, Parchester Village in North Richmond and the Iron Triangle Neighborhood in Downtown Richmond. Although the T.O .Y. S . Advisory Board has agreed to recruit high school age youth to participate in the Summit they have opted no to be included in planning or sponsoring the event . • South County Community Forums SRV-CASA serves as the Regional Steering Committee for South County. Their Mission statement reaffirms their role as a community movement for drug free youth in San Ramon Valley, an advisory council that functions as a communication center for the community, and their commitment to promote change through education and alternative activities . SRV-CASA . reorganization consists of two local components : a thirteen member Board of Directors that meets monthly and a community forum open to all interested parties that is structured around four levels of networking: communication, cooperation, coordination, and collaboration. The first Community Forum sponsored by SRV-CASA was held in a workshop format on September 15, 1993 in Danville. The intent, to provide an opportunity for organizations, groups, and individuals to set the "1994 Social Agenda" for the South County community. The outcome of this first forum is the development of a coordinated strategy that presents a model for positive change in the community. As a result of this work three task forces were constituted around the following issues : [1] The need for comprehensive and mandatory training, skill building, and support for parents, staff, and teachers in grades K-12 ; [2] the lack of individual and community education regarding accountability and responsibility i . e . , respect for self and others ; [3 ] the lack of awareness of attractive alternatives ,to substance abuse. .. ... ...... ............. . �.......................................................................................................:.:. ;:.;:.... ............. The task forces presented their action plan steps at two public meetings : Supervisor Gayle Bishop Liaison Meeting, October 14, 1993 and three Community Forums sponsored by SRV-CASA, on October 21, November 11, and December 9, 1993 . • East County Community Forums The Antioch Anti-Violence Task Force developed a strategic plan to reduce youth, family, and community violence in Antioch and neighboring communities . The East County Regional Steering Committee was approached by the City and the School District to assist with the planning process to convene a Community Forum on Violence. The Community Forum on Violence was held on October 2 , 1993 at Golden Hills Church in Antioch. The purpose, to present the Antioch Anti-Violence Task Force recommendations to the community before making a final presentation to the Antioch City Council . Over 200 community "stakeholders " attended the event which was promoted by PSA' s on Viacom Cable Vision, press releases, and announcements placed in city and school district newsletters . Also, flyers distributed at city functions were used to advertise this event . The East County Regional Steering Committee did a formal evaluation of the recommendations and collected data through sign-in sheets . Results have not been analyzed. Delta 2000 has opened up a one stop shop for all human service needs, the Rivertown Resource Center. The East County Regional Steering Committee conducted a community needs assessment that indicated the need for this type of center. More than 125 people participated in the need assessment and 23 were part of a planning group that included City Government , health and human service agencies, Chamber of Commerce, and concerned citizens . At the request of Supervisor Tom Torlakson' s office, the Substance Abuse Division provided two speakers on the Action Plan/Partnership Project for a Community Forum on Violence convened in Brentwood, December 14, 1993 . The Project Director assisted in facilitation of group discussions and the Prevention Coordinator distributed resource materials e.g. Partnership Profile, Care Card, Family Substance Abuse Agreements, Safe Party Tips and Holiday Recipes . agPT..a.a. The group agreed to meet again in January with Supervisor Toralkson, his community liaison, and staff from the Substance Abuse and Public Health Divisions . • West County Community Forums The ,West County Regional Steering Committee convened an AIDS For m to inform the provider, business , educational , religious and medical community of the extent of the AIDS epidemic in West County. The Forum took place October 13 , 1993 at the Richmond Convention Center, Bermuda Room from 3 P.M. to 6 P.M. Although more than 500-1000 invitations were mailed, less than fifty people attended the event . No formal evaluation was conducted. NAACP Anti-Violence Campaign - Richmond Branch overall purpose is to seek solutions that will reduce the violence affecting West County neighborhoods . The NAACP provides leadership and holds meetings in each of the affected communities on a regular basis . The approach is to identify leaders in each community and facilitate a process by which the community designs and implements the most appropriate strategy to curb. community violence. The West County Regional Steering Committee role is to provide support, staffing, and technical assistance . Also, to convene community forums around topics that are specific to each of the neighborhoods involved in this campaign. Although the NAACP Anti-Violence Campaign is designed to affect the overall West County community, the Partnership focus continues to be on at-risk communities like the Parchester Village, Kennedy Manor, Iron Triangle, and particularly young adults that reside in those communities . The NAACP Anti-Violence Campaign has been underway since July with meetings being held in various locations throughout the City of Richmond. At each meeting there has been approximately 40 to 50 participants . The West County Regional Steering Committee assists the Iron Trianale Action Team organizational efforts to bring about a reduction in the violence and drug related incidents in this neighborhood. This is an ongoing coalition effort driven by residents of the area . Berkeley, and local business owners meet regularly, twice a month, at a church in Central Richmond. The coalition has been meeting for over a year and attendance runs between 12 and 16 . The East Bay Funders granted an award to the Iron Triangle Action Team to continue their efforts . Also, one of the members recently completed a six month crime analysis of the area that compared the year 1993 with the year 1992 . This work is a reflection of the dedication and commitment of this group. 2 .2 Regional Programs and Activities The Partnership Coordinators submit monthly reports to substantiate services rendered that are billed to the Partnership Project . In June and then again in August, the Coordinators were asked to submit the Partnership Management Information Form required by CSAP and other additional activity forms developed by the Project Director. This report covers the period from March 1993 through December 1993 . It is important to consider the limitations of data collection and report categories on which this report is based. The Partnership Coordinators have not been consistent in their use of variables and categorical definitions of prevention activities . For example, in some instances the Community-wide Planning. Matrix provided to the regions to identify the nature and purpose of their planning strategies is used to identify three or more activities within each and every possible categorical combination of setting and strategy in the grid. One of the priorities for 1994 identified by the Project Director and the Project Evaluator is the need to further refine the Partnership data collection instruments and to provide adequate training to the Partnership Coordinators in how to effectively use these forms for planning and reporting. • Acalanes/Lamorinda For this period the region reported three activities : [1 ] a Community Exchange, "Dealing with Negative Behavior" that was attended by a total of 36 parents , school personnel, students, law enforcement providers, and concerned citizens; [2] plan and coordinate a "Youth Media Project Retreat" to bring together 20 high school age youth from four local high schools to plan and implement the project; [3] the T.O.Y. S . Approximately 170 participants attended these events . Three meetings with high school age youth were held to discuss opportunities for leadership development through involvement in the Youth Summit 194 Planning process and the Youth Media Project recently funded by Battered Women ' s Alternatives . Several meetings with Project Director, CSAP Technical Assistant Consultant, and key service providers were held in an effort to generate strategies for coalition building in the area e .g . Alcohol and Drug Abuse Council, Contact Care, Center for Living Skills . Fund raising activities to benefit T.O . Y. [111 "Teen Media Project" involves 14 students and 3 instructors from Mount Diablo and Concord High Schools in planning, producing, and distributing teen- generated videos that support ATODA prevention, and two PSA' s on tobacco and DUI prevention; [12 ] technical support to CASA' s activities , fund raising, and volunteer efforts e.g. Star Quest, CASA Fiesta, Senior' s Program, Cantina Brunch, Parent-Teen Rap Night, Red Ribbon Week, Street Safe Kids Day. The current report identifies above activities as health promotion, coalition building, and distribution of informational materials in community, schools, workplace settings, and local media. Also, activities fall in the realm of enforcing laws and regulations and reducing environmental risks . The Partnership Coordinator, Ms Leslie Philbrook, made a series of presentations to businesses, service agencies, and schools to promote the Partnership. She is actively involved with several planning efforts at the regional and county-wide levels . She was unanimously selected by her peers to represent the Partnership at the Annual CSAP Training Conference in Phoenix, Arizona, January 18-23, 1994 . The decision was based on her commitment to access resources across regions and to take on the responsibility for promoting leadership development among teenagers, seniors, and volunteers involved in the Partnership. • East County The region reported a total of fourteen activities some of which are described in detail in Part II, Section 2 . 1 Community Forums and Events, and three of the activities did not correspond to the current reporting period: [1] development of a strategic plan to reduce youth, family, and community violence in Antioch and neighboring communities, the Antioch Anti-Violence Task Force meets on a regular basis; [2] "Life Stories" is a one hour TV. special targeted to teens with an audience of 45, 000 Viacom Cable subscribers that has produced four videos on eating disorders, drinking and driving, AIDS, and teen pregnancy; [3] "Back-To-School" program is a once a year collaborative event between the Partnership, the Department of Social Services, Delta PTA, and the School Districts . Also, ten classroom presentations, public recognition, and media promotion on MTV, USA, TNT, KVHS, KKIS, and East County transit system; [6] conversion of Old Antioch Police Station into a Resource Center that features community rooms and a computer center open to all working groups in the community; [7 ] "Community Relations Day" an exchange between law enforcement and community of North Pittsburg that brought together over 250 people, primarily Latino and African Americans ; [8] "Neighborhood Project" trains leaders in prevention tactics to help reduce drug use and sales . Six groups or a total of 46 citizens have already been trained; [9 ] "Healthy Start Project " centralizes prevention services at school site in North Pittsburgh. Regional Steering Committee wrote grant which was funded for $150 , 000 . Over 37 parents , teachers, administrators , agency reps were part of the planning process ; [10 ] "Managed. Care Conference" targeted to treatment and prevention providers and the medical profession, attended by 41 professionals , included presentations by Health Net , PGE-OEAP, John Muir Medical Center, Contra Costa Medi-Care; [11] "Meet the Funders Conference" brought together 81 participants and 8 foundations to discuss funding options needed to institutionalize prevention activities beyond CSAP funding; [12] A one day event at Los Medanos College, November 6, 1993 "Celebrating the Family Conference" provided low .cost parenting workshops with free child care to 312 adults and teens , 147 children, and 49 providers ; [13 ] Red Ribbon Week Kick Off event at the County East Mall brought in over 15, 000 people, with 31 agency booths and 12 youth entertainment groups was well publicized by the County East Mall and California Delta Newspapers as well as contests sponsored by Dow Chemical ; [14] Healthy Cities Project "Children ' s Day Safety Village" brought together 7 , 000 children and families to an entire area set-up for teaching children about preventative health and safety measures . The other reported activity is the Red Ribbon Week. Although the region was involved in the Partnership Forum, the Youth Summit 194 Planning, and the County-wide Community Forum planning these activities were not reported. The regional report identified each and every activity within the sixty six possible cells of the Planning Matrix. • West County West County reported a total of nine activities -five of them described in detail in Part II, Section 2 . 1 : [1] Youth Summit 194 Planning; [2] "Women and Children in Crisis Conference"* an event planned by the Regional Steering Committee and several youth services organizations in West County and attended by over 200 Bay Area participants ; [3] NAACP Anti-Violence Campaign; [4] Bay Area Partnership Media Sub-Committee; [ 5] Families Task Force a coalition charged with the responsibility to create a community forum to address family, children, and youth issues within the region . The Task Force includes representatives from the Rodeo Senior Club, the Bayo Vista Tenants Council, the Rodeo Boys and Girls Club, New Connections, Bayo Vista Head Start, West Contra Costa Youth Services Bureau, Planned Parenthood, and Opportunity West . The, coalition has met regularly for three years in Rodeo, a section of West County severely lacking in services ; [ 6] Positive Imagery Committee, a coalition that grew out of the Partnership "Lie, Cheat, and Steal " presentations , targets the number of alcohol billboard advertisements within the West County African-American community, and recently joined the NAACP Anti-Violence Committee to host a presentation by the Revered Jesse Brown attended by over 60 participants; [7] West County AIDS Forum; [8] Iron Triangle Action Team; [8] Law Enforcement Community Relations Forum. Ms Moore has used the "intercambio" process initiated by the Project Director last April, a series of small group and individual meetings with Partnership Coordinators , to retrospectively write up the 1993 regional plans . The process has enabled the Partnership Coordinators to become members of the evaluation team charged with the responsibility to determine usefulness of data collection instruments , measurement variables, and theoretical framework to explain the why and how of the Partnership ' s prevention strategies . The evaluation is designed to document and describe implementation of the following Partnership Project goals : [a] the level of inclusion of groups and populations represented in the coalitions ; [b] the development of collaborative relationships with community sectors , in particular the Action Plan constituencies i .e. , prevention, treatment, and law enforcement sectors; [c] the nature of the regional coalitions organizational structure, governance style, planning and decision making methods ; [d] the development and implementation of regional action plans . The second set of focus groups will include the five Partnership Regional Steering Committees and members form the Partnership Forum. This set of focus groups to take place during regular meetings scheduled for November and December, 1993 . The last set, of groups will include representatives from prevention, treatment, and law enforcement sectors, and are to be conducted during January 1994 . Complete task by January 30, 1994 . • Analysis of transcripts from focus group discussion to be used to generate themes . Individual response forms collected from participants are to be entered into a computerized data base for analysis of trends . For the second and third round of focus groups, mean scores for each Drua and Alcohol Problem Indicator Index indicator will be developed and cross-tabulations run to examine differences by group type, sectors, regions, etc . Submit report of findings to the CSAP Project Director by February 28, 1994 . • Review treatment variables relevant to Substance Abuse Division Treatment Programs and establish a participatory process to engage Program Directors and Providers in the development of alcohol and drug treatment outcome indicators . Submit retention studies to Substance Abuse Division Director by January 31, 1994 . • Conduct three focus groups with program providers to discuss what variables they believe effect treatment outcome and how these variables might be operationalized by January 31, 1994 . The purpose of the focus groups described above is an attempt to engage treatment and law enforcement providers in the development of criteria and procedures to effectively document, monitor, and evaluate substance abuse treatment and prevention outcomes . The procedure is also an approach to re- introduce the Action Plan/Partnership Project framework [a continuum of care inclusive of primary prevention, treatment, after care, and relapse prevention implemented through collaborative efforts among prevention, treatment, and law enforcement sectors] and a strategy to recruit "focus group participants to join the regional coalitions . During FY 1994, the Partnership Director, the Law Enforcement Specialist and the Project Evaluators will meet with a selected number of Treatment and Law Enforcement providers and will convene community forums as a way [a] to establish standards to measure successful treatment and law enforcement strategies; [b] to provide information and to determine if Drua and Alcohol Problem Indicator Index is adequate for program planning and evaluation; [c] to assess needs pertinent to the Action Plan/Partnership Project strategies and expected outcomes . 3 .2 Action Plan On November 1, 1993 the Action Plan evaluator, Ms Sheila Tarbet submitted the Drucr and Alcohol Problem Indicator Index . The index data includes state and county rates per 10, 000 population since 1986 and only up to 1992 . The index is a starting point for review and discussion in the Partnership community at county-wide, regional and local levels. The first version is only a preliminary attempt to develop a vehicle that documents and illustrates the extent of Contra Costa County ' s substance abuse problem. It is the intent of the Partnership Project in collaboration with the Substance Abuse Division to take the index to the public to engage them in making the index a community tool that is user friendly and relevant to regional concerns . For this purpose, Ms Moore developed a rating scale that introduces the index to the community and requests their feedback and recommendations [See Appendix #9 : Drug and Alcohol Problem Indicator Indexl The Focus Group Research Project described in the Partnership Evaluation section was designed with this purpose in mind. The following recommendations have already been documented since the index was taken to the public : • The charts need to have a table specifying the actual number of cases; • To make sense to regional coalitions, the data needs to be broken down by region or even cities, it should be group specific to allow for small area analysis to guide interventions ; • The state, county, and local drug and alcohol data needs to be set in the context of population trends that show demographic changes relative to socio- economic status, age, gender, ethnic, and racial differences ; • Include 1993 data, particularly the California Prevalence Study and tobacco use, an addictive drug that points to abstinence lifestyle or addiction precursor; • Include socio-economic indicators of the region ' s populations, particularly self-reported levels of drug and alcohol use among students and young people, data on births that are drug-affected, size of waiting lists for drug and alcohol treatment programs, number of hours of prevention programming provided to students by grade by school district; • Arrange data according to categories rather than sources . Ms Tarbet ' s analysis of health related indicators shows that members of the community continue to suffer from health problems related to alcohol and other drugs . Residents in Contra Costa County continue to seek treatment for alcoholism and addiction to other drugs in hospital settings and in community-based treatment programs . Also, alcohol-related deaths, deaths due to drugs, and the incidence of new cases of hepatitis type B have remained almost constant relative to population estimates . The incidence of AIDS among injection drug users shows a sharp increase. In terms of the criminal justice system indicators the rates of adult and juvenile drug-related arrests--while much lower than state levels--have not declined. Alcohol-related arrests, however, have decreased. while alcohol-related arrests statewide and in Contra Costa County have decreased at similar rates, Contra Costa ' s rate remains substantially below the state rate. .. The rate of alcohol-involved accidents has decreased both within the county and statewide . The rate of motor vehicle accidents while driving under the influence as a primary collision factor has decreased both within the county and statewide. The number of persons killed or injured in alcohol-involved accidents has also decreased statewide and within the county . For all the motor vehicle accident indicators, the county rate is well below the state rate . Ms Tarbet ' s analysis concludes that together the indicators suggest drug-and alcohol-related problems continue to demand substantial resources from the health care system and criminal justice system. In regards to the Action Plan Evaluation final report , the Project Director asked Ms Tarbet to submit it before the Internal Operations Committee presentation scheduled for January 3 , 1994 . Ms Tarbett difficulties in securing key interviews with regional representatives and a very limited and slow survey response rate made this deadline obsolete. On December 22, Ms Tarbet submitted an outline, drafts of one of the six sections, and a survey response summary. See Appendix #10 : Draft of Action Plan Evaluation Final Report . The introduction, methodology, findings, and implication sections are still missing as well as the section on regional and local group findings by region. The Project Director has requested Ms Tarbet to submit the final report no later than January 15, 1994 . At that time, copies will be furnished to Internal Operations Committee members .
