On December 3, 1993, Mike received the Ed Hanna Memorial Award for the California County Engineer of the Year. This award was created in 1991 and first given out in 1992 in memory of Ed Hanna, formerly Public Works Director of San Benito County and LAFCO Executive Director of Santa Cruz County. Ed played a major role in the founding and development of the County Engineers Association of California (CEAC), an affiliate of the California State Association of Counties (CSAC). Ed was one of two people who dreamed up and implemented the organization of past CEAC Presidents known as California's Loyal Order of Dedicated Servants (CLODS). Mike's selection started at the regional level. The County Engineers Association, like CSAC, is divided into seven regions. Contra Costa County is a member of the Central Coast Region, along with the counties of Alameda, Monterey, San Benito, San Francisco, San Mateo, Santa Clara, and Santa Cruz. Don LaBelle, Public Works Director of Alameda County, is currently President of the Central Coast Region of CEAC. The Central Coast Region selected Mike as their outstanding County Engineer for 1993 and forwarded his naive to the CEAC Board of Directors who, with the assistance of the CEAC Scholarship Committee, selected him as the recipient of the Ed Hanna Memorial Award as the 1993 California County Engineer of the Year. As a winner of that award, Mike's name has been submitted to the National Association of County Engineers (NACE), an affiliate of the National Association of County Officials (NACO) as CEAC's nomination for Urban County Engineer of the Year. NACE gives out two County Engineer awards each year, one for rural and one for urban counties. The National selection will be announced at the NACE spring conference in Sparks, Nevada, on March 2.
