MICHAEL WALFORD, CHIEF ENGINEER DATE: January 11, 1994 SUBJECT: Approve Drainage Area 44B Line C Project, Pleasant Hill Area. Project No. 7547-6D 8455-92, CDD-CP # 93 - 74. Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: APPROVE Project, and FIND, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment, ADOPT the Negative Declaration in compliance with the California Environmental Quality Act, and DIRECT the Chief Engineer to begin right of way acquisition and to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Determination and a Certificate of Fee Exemption: De Minimis Impact Finding with the County Clerk. DIRECT the Chief Engineer to arrange for payment of the $25.00 handling fee to the County Clerk. II. FINANCIAL IMPACT: The estimated project cost is $366,700, funded by Drainage Area 44B (100%). REASONS FOR RECOMMENDATION/BACKGROUND: The project includes installing approximately 2,000 feet of 60" and 72" storm drain pipe and appurtenances. It is needed to provide the storm drain capacity needed for a 10-year storm. The project has been determined to be in compliance with the General Plan. A Negative Declaration of environmental significant pertaining to this project was published November 15, 1993 with no protest, and the Board has considered the negative declaration with all comments received during the public review period. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will delay completion of the project design.
