HomeMy WebLinkAboutMINUTES - 01041994 - X.1A THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA a Adopted this Order on January 4, 1994 by the following vote: r AYES: Supervisors Powers,'.Smith, McPeak and Torlakson NOES: None ABSENT: None ABSTAIN: Supervisor .'Bishop RESOLUTION NO. 94/38 SUBJECT: In the matter of endorsing a demonstration project on the Capitol Corridor for commuter rail service between Oakland and Solano County and authorizing staff to work with Congressman George Miller and other members of the California delegation in pursuing a project specific statutory authorization. Whereas Representative Nick J. Rahall, II, the Chair of the Subcommittee on Surface Transportation, has advised the Congress that as part of the legislation to designate the National Highway System, there may be an opportunity for project specific statutory authorizations; and Whereas the National Transportation Policy is to encourage mass transportation to conserve energy, to alleviate congestion, and to improve air quality; and Whereas the Capital Corridor passenger train service between San Jose and Sacramento has provided needed service for intercity passengers, it has not provided service to the commuters; and Whereas the counties of Alameda, Contra Costa, and Solano together with their respective Congestion Management Agencies have created a joint powers agency, the Greater. East Bay Rail Opportunity Coalition (Coalition) to explore opportunities for rail passenger service; and Whereas the Coalition has studied and identified potential patronage for commuters along the Capital Corridor and has determined commuter rail service appears to be a feasible venture; and Whereas the proposed Regional Transportation Plan for the San Francisco Bay Area Region has included the upgrade of the Capital Corridor as part of the plan; and Whereas the conventional means of programming funds for this type of venture would take years in light of existing regional obligations and the opportunity to demonstrate the feasibility of commuter rail service may be lost; and Whereas this venture exemplifies the cooperation and partnership between the Federal, State, and various local agencies; NOW BE IT RESOLVED that the Board of Supervisors endorses the concept of commuter rail service on the Capitol Corridor and authorizes staff to work with Congressman George Miller and other members of the California delegation in pursuing a project specific statutory authorization.
