♦ Third, it would provide for greater city and community participation, wbich is
essential for the success of this program.
Councilwoman Powers' knowledge and experience with the proposal would be invaluable
in.getting the local committee off the ground. She would provide a much-needed link in
moving this process into the community.
As we also discussed, I think there are a number of community representatives who might
be good additions to the Advisory Committee. One person that has been mentioned
.frequently, although he has not been directly approached, is D'AYndre Welts, who has just
boon hired as staff assistant to the North Richmond MAG I understand that he used to
work for Leveran Bryant in the Richmond City Managers mice and is a lifelong resident
of Richmond. He would provide good liaison to the North.Richmond community, which is
very important, as well as bring the broader west county perspective. We could develop
names of other candidates if you would like.

SUB,TW—P. Advisory Committee to the CommtWty Notification Project
Following our discussion this manning, I believe that the Advisory Committee will act to
oversee the overall project. However,at the same time,we have been recommending that
local communities also form conwiittees that would be directly involved in coordinating the

Manager. While the Advisory Committee will develop, with CAER, the overate education
components, the local committees, I believe, should and will be the vehicles to make it
happen.
At a minimum, I would suggest that a Richmond local community notification committee
include representatives from labor, business„ the school district, the Richmond
Neighborhood Coordinating Council, the West County representative to the Advisory
Committee and representatives from each of the west maty does. The local committee
would work with the Project Manager and the West County representative from the
Advisory Committee to implement the education program and work out airy loc Wly specific
details for the notification system.
M approach would meet a number of objectives outlined by the Richmond City Council
last evening and the Community Notification Committee.
♦ First, it would provide for local m"dination and implementatim Last night, I
understand the Richmond City Council recommended that each city have a project
coordinator funded by industry. We believe that only one project manager is needed
and that ftrn+ding by industry is better spent on the system, and hardware than project
coordinators. This committee, however, would fulfill the activity or f mcdon that the
council was seeks.
♦ Second,it would ensure that the public education efforts is up and running quickly
so that sirens can be implemented in Richmond as soon as possz'ble. Tbc Richmond
City Council had indicated a desire to be the first to implement,
