That a West County Local Community Notification Advisory Committee (WCLCNAC)be developed to work with the.Countywide Advisory Committee to implement the first phase of the siren education and notification program. 2. The committee shall be comprised of labor, business, schools, neighborhood and other representatives of the West County communities of Richmond, North Richmond, San Pablo, Pinole, Hercules, Rodeo and Crockett.. 3. The West County representative of the Countywide Committee shall be the chairman and liaison to the WCLCNAC. 4. Recruitment efforts for membership of this committee shall be commenced immediately. Background: (See Dr. William Walker's memo attached outlining a process for local input in regards to the Community Notification Project adopted by the Board of Supervisors on December 14, 1993.) The community notification program will be getting off the ground soon. Its first phase of implementation will be targeted for the industrial belt of Contra Costa. Councilwoman Powers' knowledge and experience with the proposal would be invaluable in.getting the local committee off the ground. She would provide a much-needed link in moving this process into the community. As we also discussed, I think there are a number of community representatives who might be good additions to the Advisory Committee. One person that has been mentioned .frequently, although he has not been directly approached, is D'AYndre Welts,who has just boon hired as staff assistant to the North Richmond MAG I understand that he used to work for Leveran Bryant in the Richmond City Managers mice and is a lifelong resident of Richmond. He would provide good liaison to the North.Richmond community,which is very important, as well as bring the broader west county perspective. We could develop names of other candidates if you would like. While the Advisory Committee will develop, with CAER, the overate education components, the local committees, I believe, should and will be the vehicles to make it happen. At a minimum, I would suggest that a Richmond local community notification committee include representatives from labor, business„ the school district, the Richmond Neighborhood Coordinating Council, the West County representative to the Advisory Committee and representatives from each of the west maty does. The local committee would work with the Project Manager and the West County representative from the Advisory Committee to implement the education program and work out airy loc Wly specific details for the notification system. We believe that only one project manager is needed and that ftrn+ding by industry is better spent on the system,and hardware than project coordinators.
