ACCEPT the attached report outlining the accomplishments of the Public Information Committee for 1993 and express the Board' s appreciation for the excellent work done by the Committee. 2 . APPROVE the Public Information Goals for 1994 as outlined in the attached report. 3 . APPROVE the Contra Costa Television (CCTV) Workplan for 1994 . 4 . AUTHORIZE the Public Information Committee to return to the 1994 Internal Operations Committee with proposed policies and procedures for the use of the CCTV channel and facilities as soon as those are developed and ready for review by the Board .of Supervisors and for this purpose REFER this item to the 1994 Internal Operations Committee. 5 . REQUEST the Public Information Committee to report to the 1994 Internal Operations Committee in July, 1994 on the progress which has been made in achieving the 1994 Public Information Goals and for this purpose REFER this item to the 1994 . Internal Operations Committee. BACKGROUND: In 1991 the Board of Supervisors approved a new Policy on Public Information which expressed the commitment of the Board to provide the public and press with timely information on issues and activities. In addition, the Cable TV Franchise Administrator, who chairs the Public Information Committee, is also responsible for the development and screening of programming on the County' s community access channel. On December 13, 1993, our Committee met with Pat Burke, who reported on the activities, accomplishments and future plans of the Public Information Committee and on the 1994 workplan for CCTV. We believe that our public information activities have made some real progress in the past year, although there is clearly a need to continue to educate the general public on the programs and services which are provided by the County. We are eagerly awaiting the completion of the microwave interconnected community television channel, which should be operational in January 1994 . We are asking that the CCTV Workplan be forwarded to all of the cable TV companies in the County so they will be aware of what we are planning to do in the coming year. We are also asking the Public Information Committee to report to the 1994 Internal Operations Committee halfway through the year to update the Committee on the activities and accomplishments which have been made to date in achieving the Public Information Goals for 1994 . OFFICE OF THE COUNTY ADMINISTRATOR C O N T R A C O S T A C O U N T Y Administration Building 651 Pine Street, 11th Floor Martinez, California 94553 DATE: December 1, 1993 TO: Internal Operations Committee FROM: Patricia Burke; -Chair, Public Information Committee SUBJECT: 1993 UPDATE ON PUBLIC INFORMATION COMMITTEE ACHIEVEMENTS/GOALS BACKGROUND: On July 15, 1991, the Board of Supervisors approved a new Policy on Public Information. The policy expressed the commitment of the Board, through its Departments, to provide the public and press with timely information on issues and activities . Guidance on policy implementation was provided by the Statement of Mission, Goals and Objectives and the Structure for the County Public Information Program (attached) . The Public Information Committee, comprised of designated media contacts from several departments (list attached) , then began to implement these goals . ACHIEVEMENTS: In 1993, the Public Information Committee has achieved the following: PROACTIVE MEDIA OUTREACH * Responded to departmental requests for coordination of media outreach efforts. (Contra Costa Tea Party, Fire Assessment, Red Ribbon Week, Steel Can Recycling, Recycling Center and Awards for recycling, the County Health Fair, and others . ) * Held press conferences for budget information and release of "Deadbeat Parent" program and other departmental issues . * Held press conference for signing of SB222 which will give the County access to unlisted telephone numbers for emergency notification purposes and to release findings from the Virginia Technical Study on the effectiveness of the ring down systems . * Had articles in the news on various positive events, such as the Black Pilot's Association' fly day and graduate students conducting a sports day at Byron Boys Ranch. (The Bedtime Reading program at Juvenile Hall made the front page of the LA Times . ) * Publicized the visit by Vice President Gore which highlighted the Contra Costa Health Plan. * Committee members became part of the County Emergency Public Information team and participated in a drill . TRAINING * Conducted second series of Public Information Training workshops . (35 participants attended the workshops . Participants included Department Heads, designated media contacts and other agency representatives . ) The workshops were entitled: "The ABC's of Using NBC: Effective Media Relations", "Public Information in Disasters" , "Marketing Your Message" , "Interview Techniques" "Accessing Cable TV Stations" , and a new workshop entitled "Public Presentations" . * Developed a "Media Binder" which contains a list of media contacts and tips for effective media relations . This was made available to all workshop participants and County Public Information Contacts . * Hosted public information training for the Local Emergency Planning Committee of the Bay Area. MEDIA INTERACTIONS * Updated label list and phone/FAX list of media contacts . Distributed lists to all County Public Information contacts . * Updated a phone list of County Public Information contacts and distributed it to the media. * Organized a second "Meet the Media" event on July 1, 1993 for Department Heads and Public Information Workshop participants . The media representatives complimented Contra Costa County for its proactive approach to media relations . County staff expressed appreciation for the opportunity to share their concerns with the media and to hear the medias ' concerns. -2- CCTV (CONTRA COSTA TELEVISION) * Finalized interconnect agreement and construction of microwave interconnected community television channel . It should be operational by January, 1994 . * Aired over 100 hours of programming including Board of Supervisors Meetings, Economic Summits, Vice President Gore's presentation on the President' s Health Plan and Public Service Announcements for various County events and concerns . * Distributed program guides for CCTV programming to Department Heads and citizens . (Copies are available at all County libraries . ) COMMUNITY OUTREACH * Finalized format for Speaker's Bureau Brochure. * Published and distributed a Partnership for a Drug Free Contra Costa newsletter. * Prepared resolution to the Federal Government supporting a multi-faceted approach to Drug and Alcohol problems which was carried to Washington D.C. by Contra Costa County teens attending the "Youth Summit" . * Organized and publicized "Fun Fest" and "Camp Legit" . * Responded to requests from citizens for information about the County. * Researched new technologies for information dissemination and discussed them with Data Processing in an attempt to coordinate with all County departments. * Met with private industry representatives to discuss advantages and disadvantages of "Community Advisory Panels" . EMPLOYEE OUTREACH * Suggested that the County Administrator, in Budget Bulletin Format or letter, inform employees about important county issues . (Two letters were sent to all employees;one in May, soliciting employee suggestions regarding improving morale, another in June, thanking employees for their suggestions and explaining the county' s litigation procedure. ) * Distributed 13 Budget Bulletins to departments . -3- GOALS The Public Information goals for 1994 year include: PROACTIVE MEDIA OUTREACH * Encourage the involvement of County Public Information contacts in planning meetings or when conferring on issues and/or events that will require media contact (Either proactive or reactive) . * Continue to respond to departmental requests for coordination of media outreach and press conferences . * Consider forming public information teams who could be called to assist departments in a "media emergency" . * Prepare a report to the Board of Supervisors updating them on Committee achievements through June, 1994, TRAINING * Review Public Information Training workshop evaluations . Plan third session of workshops . * Survey County departments to determine perceived public information needs and how the committee can assist them. * Increase staff awareness of importance of good media relations . MEDIA INTERACTION * Update the media contacts list and distribute a copy to all County PIO contacts. * Update the County Public Information contacts list and distribute it to all County contacts and the media. * Act as a resource to departments for information about media contacts, format for press advisories,releases and Community Television Bulletin Board announcements . * Conduct a "Meet the Media" event. CCTV (CONTRA COSTA TELEVISION) * Determine how CCTV can be used for Emergency Notification and information distribution. * Continue to distribute program guides monthly for CCTV -4- * Continue to distribute program guides monthly for CCTV programming. * Continue to assist Departments with video programming and character generated messages for CCTV. * Program county interconnected channel at least four hours a night and run a Bulletin Board at other times . * Implement attached plan for CCTV. COMMUNITY OUTREACH * Finalize County Speaker' s Bureau Brochure and distribute it to inform the public of the availability of speakers. * Select a form of interactive media for community television based on a focus group's test of programs available and input from county departmental users. EMPLOYEE OUTREACH * In Budget Bulletin format, periodically inform employees of important county events and issues . The Public Information Committee is currently working without a budget. Departments have assisted by defraying costs for training and material distribution. Community Television efforts will continue to be funded by the Community Access Trust Fund. GOALS 1 . Develop policies and procedures for use of CCTV channel and facilities . Objectives A. Review other governmental/educational access channels policies and procedures . Continue to exchange information and ideas with other access providers . B. Consider establishing fees or exchange of service for outside agencies . 2 . Purchase and install equipment for production. Objectives A. Design playback system and get bids for equipment. B. Coordinate install with cable companies and test system. 3 . Develop programming strategy for the channel . objectives A. Consider types of programming and hours of use. B. Contact, procure and review outside programming. C. Explore use of interactive bulletin board. 4 . Produce programs for CCTV. Objectives A. Tape whole Board Meetings and hearings and explore opportunity for live broadcasts . B. Consider live call-in shows quarterly or semi- annually. C. Work with contractors to develop some weekly programming. (Library, Health, Traffic, Governmental Update. ) 5 . Continue County Grant Program. Objectives A. Work with Departments to produce quality programs by providing equipment, facility, and some staff support. B. Provide training about CCTV use to encourage Departments to use Cable TV as a viable information and education tool . 6 . Promote CCTV. Objectives A. Distribute program guide of programming and investigate opportunities for printed schedule in local papers . B. Consider ads and public service spots on other cable channels . C. Develop materials with logo and use variety of ways to achieve recognizable channel identity. 7 . Procure staff support for increased production. Objectives A. Implement Intern program with local colleges. B. Contract with one or more video technicians for production assistance. C.
