SUBJECT: APPOINTMENT TO THE SUBSTANCE ABUSE ADVISORY BOARD
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . APPOINT to the at-large seat on the Substance Abuse Advisory
Board for an unexpired term ending June 30, 1996 :

2 . REQUEST the Health Services Director to forward a report to
the Internal Operations Committee on the steps which have been
taken to resolve some of the recruitment and interviewing
problems which occurred recently. In this connection, REQUEST
the Health Services Director to forward to the Internal
Operations Committee, at the time the Advisory Board makes
additional recommendations to fill the remaining vacancies on
the Advisory Board, with a complete set of all applications
which have been received and considered by the Advisory Board,
along with a description of the process which was used to
arrive at the recommendations being made by the Advisory
Board.
BACKGROUND:
There are currently three vacant at-large seats on the Substance
Abuse Advisory Board. The Advisory Board has recommended names for
two of these seats . However, their recommendations were not
accompanied by a complete set of all applications which have been
received and considered by the Advisory Board, along with a
description of the process which was used to arrive at the

recommendations being made by the Advisory Board. This is a
standard requirement we make of all advisory boards which do their
own recruiting, screening and interviewing to insure that no
applicant is screened out of consideration prior to the time the
Internal Operations Committee receives the recommendations of the
advisory board. We are, therefore, agreeing to fill only one of
the vacant seats, preferring to hold the other recommendation until
the Advisory Board provides the information requested in
Recommendation # 2 above.
Because of the difficulties which surfaced some months ago
regarding the manner in which the Advisory Board was recruiting and
interviewing applicants for the Advisory Board, we have also asked
the Health Services Director to bring our Committee up to date on
what steps have been taken to resolve these concerns .

the Board voted unanimously to recommend the appointment
of Mr. Tom Aswad to an at-large seat,

Peter B. Bumeg Tom has served on the Board as an alternate since July
Price aa. of 1992, with perfect attendance. He has been active in
LucmdaJones. meetings and in committee work. He has spearheaded the
R. G ReWngon Board's fund raising and Walnut Festival efforts. He is
a recovering addict who is a member of Narcotics
Anonymous. He counsels, on a weekly basis, with

Michael Bunke is dedicated to furthering the substance abuse education

Tom really deserves this appointment. The Board
requests that y'ou request the I. 0. Committee to make
this appointment immediately.
Additionally, the S.A.A.B. Membership Committee has
unanimously voted to recommend Kim Marzette to fill the
additional vacant at-large seat.
Mrs. Marzette is a registered nurse who works in
Pediatric and Neo-Natal Intensive Care. In the course
of her work she deals extensively with crack and fetal
alcohol syndrome babies. The Committee thought this
would be a wonderful opportunity for someone to
represent and speak for that section of our community
who heretofore has had no spokesperson. With her
medical credential and her concern regarding substance
abuse, the Committee felt that she would be a wonderful
addition to the Board.

The Board has resolved the difficulties we previously
experienced regarding the membership recommendation
process. The above recommendations reflect total
agreement among the members of the bodies represented.
Please encourage the ' Supervisors to take immediate
action upon these recommendations and give us a full
board to work with as we begin 1994.

Ladies and Gentlemen:

Tom Aswad is desirous of becoming a member of the County Drug Abuse Board and
I'm writing to give my support to him. Tom has been a client of mine for
almost ten years, he as a real estate investor and property manager, and me as
Escrow officer. As all of you me ts' of the Board of Supervisors know,
escrow is a tense time, or at least it can be. Working with Tom Aswad was
never tense, even though the escrows were rather involved due to financing
arrangements or, at times, difficult people. He always was "on top" of
things, never letting the details get away from him, always a gentleman, never
pushy or asking for things yesterday. And yet we worked at a fast pace
together. It is always a pleasure to do work for someone who cooperates, and
that was always Tom.
I know his family also through business, including his wife and his mother and
sister. Tom and his family are a close unit as far as I can see. I think
family is important to Tom and that is a quality in a person I like to see.
Tom is just a very nice guy and I think would be a good addition to the
County's Drug Abuse Board.

Tom Aswad has applied to you for a position on the Contra Costa County Drug Abuse
Board and has asked me to write this letter on his behalf. I have known Tom for almost
two years. We met while I was researching the history of the parcel of land just north of
the Hap Magee Ranch Park site. Tom became a witness for Danville and the County in
the McClain lawsuit, and his input and assistance was instrumental to our win.
I know Tom to be a man of integrity and fine character, who is interested, involved and
productive. He truly cares about people, and goes out of his way to be helpful. Tom is
a recovery,alcoholic, and is familiar with the various.drug and alcohol programs available.
