behalf of Viacom Cablevision, for refund of certain property
taxes levied for the 1987-88, 1988-89, 1989-90, and 1990-91
fiscal years.

Dear Board of Supervisors:
The purpose of this letter is to provide notice that The Organization for Youth
Services (T.O.Y.S.) is terminating its contract (24606-2) with the Board of Supervisors
effective January 31, 1994.
T.O.Y.S. has served as The Action Plan task force since early 1990 and became the
CSAP grant recipient for the Acalanes region in May of 1990. It is the CSAP contract
that we are terminating. We intend to continue our work in this region as The
Action Plan task force and are eager to see The Action Plan implemented and
succeeding throughout the county. We have coordinated our efforts with Kathy
Padro at Health Services Department and she has been most supportive. Kathy
understands and has been a party to the great strides made in this region since 1990.
The reason for our withdrawl from the CSAP relationship is due to strong
disagreement with the CSAP grant administration and its unwillingness to accept
the past work of T.O.Y.S., the T.O.Y.S. organization as an acceptable CSAP coalition
and the right of this region's coalition to define the needs and process of this region.
A letter defining these issues was recently received by our organization from Health
Services Department and is attached as a reference. It is interesting to note that even
though this grant covers 40% of the time of our Executive Director, we are being told
that our Executive Director may not take part in fund raising activities and is to
have no life outside the CSAP grant guidelines. We cannot give up the
management of our Executive Director to CSAP.
We have done everything asked of us under this contract including a very
pragmatic outreach to all aspects of this community to participate in The Action
Plan process via the SHARE conference series conducted during 1990 and 1991.

From these conferences the community defined the problems and needs of our
region and T.O.Y.S. became the organizing and coordinating arm of this effort. We
are now being told that we must form yet another coalition to manage the CSAP
grant process. This is unacceptable to us because it is duplicative, time consuming
and unnecessary to organize the prevention work of The Action Plan in this region.
In fact, it would be disruptive and confusing to the community, organization and
network that we have labored so hard to build.
Our Board of Directors met on December 15 to review the attached letter and
numerous meetings that have taken place between the CSAP Project Director and
representatives of T.O.Y.S. The result was unanimous agreement to end this
contract and the incredible waste of manpower and energy necessary to deal with the
grant administration. It is ironic... and terribly sad...that without the support of this
grant we will now be able to focus our energies on the purpose of the grant rather
than the care and feeding of bureaucracy.
