SUBJECT: CONTRA COSTA COUNTY - BYRON AIRPORT - KELLY KIKKERT AND
AIRWAVE AVIATION, INC. - RESCISION OF AUTHORIZATION TO LEASE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
RESCIND the Board's previous action authorizing the Public Works Director to execute a month
to month lease with Kelly Kikkert and Airwave Aviation, Inc. to operate a commercial business at
the Contra Costa County - Byron Airport.
II. Financial Impact:
This action will not significantly affect the Airport Enterprise Fund.
III. Reasons for Recommendations and Backeround:
Kelly Kikkert (Kikkert) intended to enter into a lease agreement with the County for hangar space
at the Contra Costa County - Byron Airport to conduct his ultralight aircraft sales and flight
training business under the name Airwave Aviation. Kikkert's insurance policy, covering Kikkert's
ultralight business, was cancelled by his insurance company. Kikkert was unable to obtain other
insurance coverage. All commercial operations on the airport are required to have proper
insurance. A lease with Kikkert and Airwave Aviation, Inc. was not executed by County when
Kikkert did not satisfy County's insurance requirements.
