SUBJECT: Report on legislation to repair earthquake damage in Southern
California.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair of the Board of Supervisors to sign the
attached letters (see Exhibit A) supporting legislation to provide
additional transportation revenues for repairing earthquake damage
in Southern California.
FINANCIAL IMPACT
None directly.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Several legislators are discussing possible action to provide
additional transportation revenues to repair damage from the
January 17 earthquake in Southern California. The Transportation
Committee feels it is important that any legislation in this area
address the following two concerns:
- funding of earthquake retrofitting for the Bay Area toll
bridges; and
- preservation of existing funding commitments and construction
schedules for projects in the adopted State Transportation
Improvement Program.
The Transportation Committee recommends that the Board request the
Contra Costa Transportation Authority, the Metropolitan
Transportation Commission, and our State legislative delegation
address these concerns in any legislation in this area.

State Legislative Delegation
Recent discussion in the State Legislature to provide additional
transportation revenues to repair damage from the January 17
earthquake in Southern California has raised several concerns by
the Board of Supervisors.
As you know, for the past year the State Legislature has been
debating on how to fund the $600-900 million in earthquake
retrofit costs for Bay Area toll bridges. The January 17
earthquake underscores the need to address this issue now. Any
transportation revenue bill this year aimed at earthquake repair
needs must include the earthquake retrofit costs for Bay Area
toll bridges.
Unless new transportation revenue bill is passed by the
Legislature soon, the immediate need to repair earthquake damage
in Southern California could potentially delay other
transportation projects elsewhere in the State. Such legislation
should also provide the necessary flexibility to spend this
additional revenue for immediate earthquake repair, while meeting
existing funding commitments and construction schedules in the
adopted State Transportation Improvement Program.
The Board .of Supervisors support efforts by the State Legislature
to approve a new transportation revenue bill that includes these
two concerns.
