SUBJECT: Report on request of Hercules to support early completion of
improvements to State Route 4
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair of the Board of Supervisors to sign the
attached letters (see Exhibit B) supporting early completion of
improvements to State Route 4, and request the Transportation
Committee to report to the Board on subsequent effort I s to
accelerate improvements to this highway corridor.
FINANCIAL IMPACT
None.
BACKGROUNDIREASONS FOR RECOMMENDATIONS
On December 7 , 1993, the Board of Supervisors referred a letter
from the city of Hercules (see Exhibit A) supporting the
acceleration of funding for reconstruction of State Route 4 between
Interstate 80 and Cummings Skyway, and requesting the Board to
encourage the Metropolitan Transportation Commission (MTC) to
approve funding to expedite the improvements for this area.
The Transportation Committee as requested a meeting with
representatives from Hercules to discuss their efforts to
accelerate improvements to State Route 4. The Committee recommends
that the Board indicate the importance of this issue to the MTC,
the Contra Costa Transportation Authority, the West Contra Costa
Transportation Advisory Committee, the Caltrans District 4
Director, and our legislative delegation. The Committee will
inform the Board on progress made in the coming months to develop
effective near and long-term solutions to this traffic problem.

Supervisor McPeak suggested the formation of a task force for expediting State
Route 4 Improvements from 1-80 to Cummings Skyway. Supervisor Smith concurred.

SUBJECT: Resolution Regarding Highway 4
The Hercules City Council adopted Resolution 93.134 on October 26, 1993 supporting
the acceleration of funding for reconstruction of Highway 4 between Interstate 80
and Cummings Skyway. This resolution was the result of an appeal to the City by
Norma and Charles Khalil after the death of their daughter and two of her friends
on this stretch of Highway 4.
The Hercules City Council hopes that you, too, will encourage MTC to approve the
Track IA funding for Route 4 West Corridor and strongly encourage Caltrans to
contract out the improvements for this section of Highway 4 to expedite construction.
RESOLUTION NO. 93-134
RESOLUTION IN SUPPORT OF CHARLES AND NORMA KHALIUS EFFORTTO ACCELERATE THE
FUNDING FOR RECONSTRUCTION OF HIGHWAY 4 BETWEEN INTERSTATE 80 AND CUMMINGS
SKYWAY IN ORDER TO PREVENT FURTHER LOSS OF LIFE AND SERIOUS INJURY.
WHEREAS. Highway 4 between Interstate 80 and Cummings Skyway has been a
substandard roadway for decades and forms a conspicuous gap between two existing freeways:
1-80 and fully improved Highway 4; and
WHEREAS. this two lane portion of the road was designed to carry 18.000 average daily
trips and now carries in excess of 38.000 average daily trips, and
WHEREAS, the road design is one of many curves. narrow passages, without adequate
shoulders or tolerance for error. and
WHEREAS. many people have lost their lives and their loss has affected many more as
famthes, as employers. as friends: and
WHEREAS. Norma and Charles Khalil recently experienced the death of their 17 year old
daughter. Randa and two of her friends. Robert Carter. 18. and Jeannine Turley. 17, and believe
it is their duty and obligation to their daughter to diligently pursue the immediate reconstruction
of the road. and
WHEREAS. the Khalils and others will be obtaining signatures for a petition to be delivered
to the Metropolitan Transportation Commission and Caltrans in an effort to expedite the Highway
4 reconstruction in order to stop the killing.
NOW. THEREFORE. BE IT RESOLVED that the City Council of the City of Hercules
reaffirm its efforts to begin construction of the Safety Project at Willow Avenue and Highway 4 by
Spring 1995 or sooner. if possible,and fully support the efforts of the Khalils and petition signers:
and
BE IT FURTHER RESOLVED THAT the Hercules City Council strongly encourages MTC
to approve the Track IA funding for Route 4 West Corridor and strongly encourage Caltrans to
contract out the Route 4 West corridor improvements in order to expedite its ultimate
construction.
The foregoing Resolution was duly and regularly adopted at a meeting held on the 26th day
of October. 1993 by the City Council of the City of Hercules by the following vote of the Council:

As your partner in improving transportation in Contra Costa, the
Board of Supervisors wishes to cooperate with you in accelerating
improvements to State Route 4 in western Contra Costa. The lack
of full funding for the State Route 4 freeway gap closure in the
proposed 20-year Regional Transportation Plan is difficult to
accept. A recent proposal for an interim safety project in this
corridor appears promising if it can be constructed soon.
Representatives from the City of Hercules will be meeting with
the Board's Transportation Committee to discuss their actions to
accelerate improvements to State Route 4. We hope you will
support directing the resources needed to develop in the coming
months effective near-term and long-term solutions to the traffic
problems on this stretch of State Route 4.
