SPECIFIC REOUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer to the Water Comittee concerns of
Discovery Bay residents relative to the proposal by the Contra Costa
Water District to locate the intake for the Las Vaqueros Reservoir a
few yards from the Sanitation District No. 19 sewage treatment plant
outfall and plans to place transmission lines above ground south of
Highway 4 near the Byron area.
BACKGROUND INFORMATION: Serious concerns are being raised
by Discovery Bay residents about the proposal by the Contra Costa
Water District to locate the intake for the Las Vaqueros Reservoir a
few yards from the Sanitation District No. 19 sewage treatment plant
outfall .
Additionally, I have recently been contacted by Discovery
Bay residents regarding the District' s plan to locate above-ground
transmission lines in their area. Residents have requested that the
Contra Costa Water District consider underground cabling which they
estimate will cost $2 million.

could isolate Discovery Bay. CCWD should work with Flood
Zone 2 to solve this potential problem before building
the Dam.
Finally, concern was expressed that this new pumping
facility will aggrevate the ever increasing salinity
problem during dry seasons . It is felt that the salt
intrusion . will be drawn closer to Discovery Bay ' s
recreational waters which would be disastrous to the
quality of life in this community.
The citizens of Discovery Bay feel that their concerns
are not being taken seriously. They are not seeing any
actions being taken upon the concerns and perceived
risks which this project places on the community of
Discovery Bay.

Bay Municipal Advisory Council to solicit comments and
concerns from the citizens of Discovery Bay in regards to
Patrick Jackson the proposed development of Discovery Bay West. Two
Chairperson representatives of the Hofmann Company were present, but
1917 Dolphin Place were not ready to make a presentation at this time.

the following are the questions and concerns of our

than .most of Discovery Bay and could adversely impact
values in Discovery Bay.

5 . The impacts on Marsh Creek Road with the possible
Delta Expressway is not taken into account. This
could become the major access to the site when SR4
Bypass is completed through the first phase. Also the
effect on Bixler Road in both directions (toward
Knightsen and toward existing SR4 ) could create a
traffic nightmare in light of the Byron/78 and Albers
developments . This may have an adverse impact on
traffic in Knightsen as many people will choose that
as a way to avoid Brentwood and use Cypress Road as a
way to get to SR4 going west.
6 . In light of past E. I .R. mitigations, it is requested
that extremely tight contract language for
mitigations be imposed with time limits and penalties
for non-compliance. Before approval of this project,
it is asked that all obligations from prior
mitigations in Discovery Bay be completed.
7 . on a regional basis the impact on Borden Junction and
SR4 and Balfour must be looked at since there are
currently no jobs locally and this development will
surely cause a large increase in commuter traffic.
8 . The site school is not defined. If it is K-8 then
what will be the impact on Liberty High School? The
Byron Schools are already looking at expansion of
facilities . Will this new development cause the High
School to rebuild or expand beyond what is already
planned?
9 . Any new development that will increase recreational
boating traffic in our already overcrowded Delta is
not wanted as we have lost the Sheriffs Marine Patrol
due to budget constraints. It is already dangerous in
certain areas around Discovery Bay due to the amount
of boats in the water at any one time.
10 . Several residents expressed concern that they moved
into Discovery Bay to get away from urban sprawl in
areas like Silicon Valley. They liked the idea of -
relatively small and confined group of homes nestled
within the surrounding farm lands.

11 . No rezoning or general plan amendments should be
given to a developer until a written contract with
the supplier of water and sewage has been signed to
the satisfaction of both parties . As of this date
SAN/19 does not know if the water and sewage
facilities are adequate for the ' build-out ' of
Discovery Bay much less expansion to adjoining
development.
12 . There is no Community Center shown or mentioned. It
is necessary to have one available and not rely on
make-do facilities such as the school to conduct
public meetings . Discovery Bay doesn ' t want more
juveniles congregating in the shopping center and
Cornell Park.
