FOR -CONSULTING SERVICES FOR THE GREATER EAST BAY RAIL OPPORTUNITIES COALITION SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of Community Development to amend contract with William R. Gray & Company for services and activities performed for the Greater East Bay Rail Opportunities Coalition (GEBROC) , during an extended transition period from May 31, 1993 to September 1 1993 . This amendment, effective May 31, 1993 , increases the contract terms from $24 , 600 to $28, 305 and extends contract term from May 31, 1993 through August 31, 1993 . FISCAL IMPACT No impact to County General Fund. Funding for these services will be paid through the County's Petroleum Violation Escrow Account (PVEA) grant from the State of California. BACKGROUND/REASONS FOR RECOMMENDATIONS The Community Development Department retained the services of William R. Gray & Company under a Consulting Services Agreement following authorization by the Board of Supervisors to provide transitional staff support for GEBROC coordination and liaison activities. This contract was intended to cover activities for a three month transitional period from March 1, 1993 to May 31, 1993 with a payment limit at $24 , 600. The consultant's activities in support of GEBROC extended beyond May 31, 1993 , however, while the Community Development Department sought permanent staff support services for GEBROC through a Request For Qualifications (RFQ) consultant selection process. From June 1, 1993 through August 31, 1993 , William R. Gray & Company incurred $3 , 705 in expenses for preparing Administrative Bylaws for the GEBROC Board of Directors and in representing GEBROC in matters before t olano Transportation Authority. Gray & Co. for consulting services for the GEBROC Continued - Page 2 of 2 Following issuance of the RFQ, William R. Gray & Company was subsequently selected from among three consultant proposals to provide GEBROC for support services. This new one-year contract for $36, 000, authorized by the Board of Supervisors on September 14, 1993 , is administered for GEBROC by the Community Development Department and is funded by PVEA grant funds. The Director of Community Development is requesting authorization to amend the previous contract to reimburse William R. Gray & Company for expenses during the extended transitional period. This amendment would increase the contract payment limit an additional $3,705, from $24, 600 to $28, 305, and extends the contract terms from May 31, 1993 through August 31, 1993 . The Transportation Committee has reviewed this matter and concurs with this contract amendment authorization. CONSEQUENCES OF NEGATIVE ACTION Should the Board of Supervisors reject this request, the consultant would not be compensated for expenses incurred during the period from May 31, 1993 through August 31, 1993 .
