Stephen L. Weir, County Clerk-Recorder, requested the Board to defer extending the program at this time pending further review of components and procedures within the Program by appropriate County staff. On July 20, 1992 the Board of Supervisors approved a Board Order adopting special leave of absence, furlough and job-sharing programs for cost savings purposes during the 1992/93 fiscal year. 2. On June 22, 1993 the Board of Supervisors adopted Resolution 93/394 continuing the above programs for the period July 1, 1993 through September 30, 1993. 3. On September 16, 1993 the above programs (now collectively designated as Voluntary Time Off - VTO) were under negotiation between the County and the Contra Costa Labor Coalition as a term and condition of employment. By mutual agreement of the parties on that date a tentative agreement was signed to continue the program through December 31, 1993. 4. On December 3, 1993 the County and the Labor Coalition executed a second tentative,agreement to continue the VTO program for the life of the Memoranda of Understanding then under negotiation. 5. On January 18, 1994 the Board having adopted agreements between the County and the Labor Coalition establishing wage and health plan benefit levels for a contract period ending September 30, 1995; NOW THEREFORE: The Contra Costa County Board of Supervisors RESOLVES THAT effective January 1, 1994 the Voluntary Time Off Program as provided in Resolution 93/394 and the September 16, 1993 and December 3, 1993 interim agreements between the County and the Contra Costa Labor Coalition is extended through September 30, 1995. The existing Voluntary Time Off policy,� including the Appeal Committee and process, shall be extended until 12/31/93. 2. The County will encourage all managers to participate in the program and to promote use of VTO among department employees. 3. In the event that budget reductions are necessary in a department, the department will take into account all savings from VTO taken in that department and make use of these savings to the greatest extent possible to mitigate layoffs and/or reductions before final cuts are recommended. 4. A County-wide summary of VTO by department shall be provided quarterly to the Labor Coalition showing the value of VTO taken. If any department is affected by a workforce reduction, the Labor Coalition shall be provided, upon request, with up-to-date VTO statistics for the department. Richard Heyne, Em Xee Rel. Mgr.
