Weekend Passes At The Byron Boys' Ranch.
At the request of Supervisor Torlakson, Jerry Buck, County
Probation Officer presented a report on the Byron Boys' Ranch
Temporary Releases.
IT IS BY THE BOARD ORDERED that the report from Jerry Buck,
County Probation Officer on policies and practices with regard to
weekend passes at the Byron Boys' Ranch is RECEIVED; and the
matter is REFERRED to the Executive Committee of the Justice
System for review; and the County Probation Officer is REQUESTED
to notify the Board of Supervisors when this item is on the
Committee' s agenda.

REPORT TO BOARD OF SUPERVISORS

I . Background
A. Changes in Ranch Population
Over the last few years the nature of the young men
committed to Byron has changed. More chronic and
serious offenders who have been involved with violent
behaviors, guns and gangs are now more frequently
committed to the Ranch.
Closure of the Boys' Treatment Center, a locked
.facility, in 1989 has left the Court with fewer options
when they are needed more.
Despite a tripling of minors committed to CYA, we still
rely upon the Ranch as the principle residential
program for violent youth who are not committed to CYA.
B. The average stay at the Ranch is four to five months .
We are experiencing more six and nine month commitments
now than in the past.

II. Furloughs and Temporary Releases
The Ranch program objective is to return boys to their
community with a better opportunity to avoid further
delinquency or crime. Not all succeed and the longer after

the Ranch experience the more apt they are to reoffend and
be arrested. Over the course of two years following release
nearly 60% sustain a subsequent- conviction.
The more effective institutional programs have a better
transitionary stage prior to' release and an extended
intensive after-release program of supervision. During a
grant funded project in the mid 19801s, a low failure - rate
of only 1.4% was experienced ' in the first year following
release compared to a 40% failure rate before then. Since
1987 we have not had staff specifically assigned to do post
release supervision. Cases are assigned to regular field
probation officers who supervise 60 to 75 youth.
The use of weekend releases has been an integral part of the
Ranch program for many years . - . It provides youth who have
done well at the Ranch a "test" of freedom in the community
before they return at the end- of their term on either "Ranch
parole" or a straight release..
Over the years thousands of youth are given temporary
release privileges without incident (23, 000 releases over 18
years) . Typically one-third of the residents were released
on weekend passes prior. to September, 1993 . Over the major
holiday seasons of Thanksgiving and Christmas, nearly all
residents had been given passes unless the Court had
prohibited it or -their behaviors at the Ranch indicated they
didn' t deserve a temporary release.
Returning from temporaries is routine and drug testing is
often done to assure abstinence during the furlough.
III . August,. 1993 Incident and Changes in the Temporary
Release Policy and Procedures
A. Last August a Ranch resident was released on a weekend
pass and subsequently shot a tourist in San Francisco.
He remains in custody in' that jurisdiction facing
charges of attempted homicide.
-B. The incident in San Francisco resulted in our close
examination of policy and procedures . We decided that
we would not terminate weekend temporary releases, but
would restrict their- use .and add parental responsi-
bility for supervision during the temporary stay at
home.
C. Changes and adjustment ofemphasis:
1. Home visits are an integral part of the program
and will continue.

2 . Home visits are a privilege and thus must be
earned as part of the overall treatment plan.
3 . The purpose of home visits is to reunite the minor
and his family and community in preparation for
release.
4 . Parental responsibilities added:
a. Parents must meet with counselors prior to
the release to review and explain the limits
on behavior and the parental responsibility
to monitor behavior.
b. Parents must sign a "contract" outlining
their plan for supervision at all times and
must accept verification phone calls from
Ranch staff during the home visit.
C. Parents must pick up and return the minor at
Byron Boys' Ranch.
d. Parents must evaluate the positive and/or
negative aspects of the home visit .
5 . The minor must:
a. Request the home visit (temporary) .
b. He must read, understand and attest to his
intent to follow the rules for home visit
temporary releases (see attached) .
D. These new rules were approved by the Juvenile Court
Judge and put into effect in September, 1993 . Since
then fewer residents have been given home visits and
fewer have failed to return. Five failed to return of
300 home visits during the period September - December
1993, and ten were late in returning. This can be
compared to seven failed to return and 26 late in
returning before the procedures were changed.
IV. Holiday Temporary Releases
Each Christmas holiday season Ranch residents are considered
for a holiday furlough. Typically some residents have Court
orders prohibiting release. This year there were five who
had such orders. Each had a serious history of delinquency
(assault with a deadly weapon,' shooting from a vehicle,
possession of cocaine for sale, kidnapping, robbery and
firearm charges) .

Upon learning these five residents would not be released,
Judge Lois Haight asked staff to evaluate the progress of
these youth as she was considering approving home visits for
the holiday. Ranch staff reviewed the boys ' progress and
concluded they were doing well -at the Ranch and their
behavior and attitude there would not preclude their being
given a home visit pass . This was reported to Judge Haight
who also reviewed the Court records regarding the five
youth. By December 23, Judge Haight decided to authorize
release of all five for a holiday home visit . All but one
returned as scheduled without incident . The fifth boy did
not return, but called the Ranch indicating he would be
returning later. He was reported as an escapee from the
Ranch.
On February 9, 1994 we learned that the escapee was a
suspect in a homicide which occurred that week in Pittsburg.
This was learned from a news story as the Pittsburg Police
had not been in contact with the Ranch or the Probation
Department . The minor has not been arrested as of February
14, 1994 .

public hearing was held in December 1991. The environmental document
comment period closed on February 28, 1992. One hundred thirty (130) written
comments were received. Substantial comments involved (1) matching the scope of
the project with the available funding, (2) providing for future rail transit on the
new bridge, (3)location of the new bridge and toll plaza, (4)the direction of toll
collection, and (5) construction impacts.
The project limits include I-680, from south of the Marina Vista Interchange in
Contra Costa County to Bayshore Road in Solano County,and 1-780 from East 5th
Street to and including the I-680/I-780 Interchange in Solano County. The scope of
the traffic study includes (1)I-90 from Route 4 to I-80, (2)I-780 between I-680 and
1-80, (3) I-80 between Red Top Road and Route 12 East Interchange, (4)Freeway-to-
freeway as well as local interchanges, and (5) Freeway ramp-end and local street
intersections potentially affected by proposed improvements. Modifications to the
I-680/Marina Vista Interchange and the I-680/1780 Interchange will be required, and
will be considered in the preliminary engineering and environmental.studies.
In addition to the above, alternatives under consideration include (1) taking no
action, (2) providing for mass transit and (3) providing for multi-modal
transportation modes including bicycle and pedestrian facilities. Incorporated into
and studied with the various build.alternatives will be design variations of grade
and alignment.
Potential Environmental Efforts.
Areas of possible impact that will be addressed in the Supplemental Draft-EIR/FIS
include the following:
• land use, plan consistency, and growth inducement;
• socioeconomic, including residential and business relocation;
• public services and facilities;
• geology and soils;
• hydrology and water quality;
• vegetation and wildlife;
• transportation and circulation;
• marine operations and navigation;
• air quality;
• noise;
• hazardous materials;
• visual resources;
• cultural resources;
• parks; and
• energy consumption.
To ensure that the full range of issues related to this proposed action are addressed
and all significant issues identified, comments and suggestions are invited from all
interested parties. If you have any information regarding sensitive issues or
resources that could be affected by this project,please notify this office.
The project scoping process includes the distribution-of the Notice of Preparation to
each responsible and trustee agency pursuant to the California Environmental
Quality Act and publication of the Notice of Intent in the Federal Register. No
formal scoping meeting beyond the original scoping process will be held.
A public meeting will be held during the course of the environmental studies to
inform and receive input from the public. A Draft Environmental Impact Report/
Environmental Impact Statement will be circulated for public and agency review
and comment followed by a public hearing. Public notice will be given regarding
the time and place of the meeting and hearing.
