County SUBJECT: CONSIDER BOARD ROLE IN PROMOTING PG&E'S "RESIDENTIAL "TIME OF USE" RATE PROGRAM SPECIFIC REQUEST(S)OR RECOMMENDATIONS)i BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Direct the County Administrator to invite PG&E to make a presentation to the Board of Supervisors on the "Time- of-Use" Program and other energy conservation programs and coordinate implementation of the recommendations below. .. We recommend a lead role by the Board of Supervisors in promoting PG&E's Residential "Time-of-Use"Program by the following actions: ( 1) . Producing (or borrowing from PG&E, if it exists) an "informercial" . on 'how individuals can sign up for this program for airing on our community access TV channels; (2) Distributing informational materials at public meetings, at speaking engagements and other public events; (3) Referring to the City/County Relations Committee to encouraging the 18 city councils to also promote this program in their communities. Send letters to cities -of Contra Costa asking help in promoting "time-of-use. " (4 ) ' Designating an appropriate day during the year, in conjunction with PG&E, as Energy Conservation Day in Contra Costa County; • (5) Requesting the Association of Bay Area- Governments to assist in promoting the Residential "Time-of-Use" Program. BACKGROUND INFORMATION: PG&E's Residential Time-of-Use program allows residential electrical users to reduce their electrical bills by voluntarily shifting their heavy electricity usage out of the peak periods. We also worked with PG&E to develop a cooperative energy management system for county buildings and other public and private facilities. It is important for the Board to maintain a leadership role in energy conversation matters and work closely with PG&E in this regard. TT:gro
