SUBJECT: Crockett Community Center Funding
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Auditors Office to loan and estimated $20,000 per year for the next two years to County
Service Area P-1/R-1 to maintain the program at the Crockett Community Center. The specific amount, not to
exceed $20,000, to be determined by the County Auditor and Public Works. It shall be repaid from-the annual
commitment made by the County in Resolution 92/757 Sec. C. 1, as a part of County benefits. This advance is
to come from the $200,000 per year tax revenue committed to the Crockett community by the County, on
November 3, 1993 (as per resolution 92/757 Sec.C.1).
FINANCIAL IMPACT:
None
BACKGROUND:
The Public Works Department reports that, due to the loss of the Special District Augmentation Funds,
the Crockett Community Center will have a deficit of approximately $20,000 per year. Without additional
funds the center will be forced to close. As an unincorporated area with few local amenities, the Community
Center provides many critical services in Crockett including the Senior Nutrition Project, numerous classes and
the Boccie League. Additionally, the center has been under new management and has been experiencing
unprecedented growth and utilization. Closing the center at this time would reverse recent progress, is
unnecessary, and would create a great deal of ill will among Crockett residents toward the County.

On recommendation of Supervisor Smith, IT IS BY THE BOARD
ORDERED that the Auditor-Controller' s Department is DIRECTED TO
advance $.30,000 per year for the next two years to the Citizens
Advisory Committee for County Service Area P-1/R-1 to maintain
the program at the Crockett Community Center as set forth in the
above recommendation except for the change in the amount per year.

The Citizens Advisory Committee P-1/ R-1, my staff, the Administrators Office, and The Department of
Public Works have been investigating possible ways of making up the budget deficit in order to avoid closure
of the center. They looked at the possibility of receiving an advance on projected cogeneration mitigation
funds from the developers of the Crockett Cogeneration project. Unfortunately for the Community Center, as a
condition of the existing agreement, those funds will not be available for disbursement until a community trust
is established to administer the funds. This may take as much as six months and meanwhile, the Community
Center's bills must be paid.
On November 3, 1992, the Board of Supervisors adopted resolution 92/757 Sec. C.1 committing to
return $200,000 of the projected tax revenues from the Crockett Cogeneration project to the community of
Crockett for a community benefits program. These tax revenues will begin in two years. In order to maintain
the program at the Crockett Community Center, I propose that the Board of Supervisors authorize the Auditor
Controller to loan County Service Area P-1/R-1 up to $20,000 per year for the next two years, with these funds
to then be repaid from the committed portion of the projected tax revenues. This will not be a gift but will be
a loan against future revenues, it will be an opportunity to avoid damage from the loss of Special District
Augmentation Funds, and it will cost the County nothing that has not already been committed.
