SUBJECT: PROCESS AND SCHEDULE FOR DISCUSSION OF LIBRARY STRUCTURE AND FUNDING ISSUES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. RECEIVE this report from the Board's representatives to the City/County Relations Committee, APPROVE the general direction being taken by 'the City/County Relations Committee,- and AUTHORIZE the Board's representatives to the .City/County Relations Committee to continue to negotiate a mutually acceptable plan for the funding and operation of the County Library. 2. DIRECT the County Administrator to insure that appropriate negotiations with Local 1 . and AFSCME, Local 2700 are undertaken immediately in order to insure that any necessary language can be included in the Local 1 and 'Local 2700 MOD's before they receive final approval. 3. FIX Tuesday,. 'March 1,. 1994 at 2 :00 P.M. for a Workshop on the recommendations of the City/County Relations Committee regarding the funding and operation of the County Library for the 1994-95 fiscal year and thereafter, REQUEST the County Librarian to notify all appropriate parties.-of the date, place and time of the Workshop, and to prepare the agenda for the Workshop in conjunction with the County Administrator. Among those to be notified are the city managers, Mayors•, members of the County Library Commission, and "Friends" groups throughout the County. Supervisor Smith declined to sign the recommendations. The Board APPROVED the recommendations listed, and REFERRED to, the Internal Operations Committee toaddressiwith the -.cities the issue of alternate governance mechanisms; and REFERRED to the Finance. Committee exploration of other long-term financing mechanisms. In several cases, individual cities have made a contribution to maintain the level of services at a higher level than would have been possible with the fiscal resources which were available to the County Library for the 1993- 94 fiscal year. However, in every case, the city has indicated that this contribution is one-time in nature. Several cities have indicated their interest in working with the County Library to rethink the whole structure and funding of the Library and to develop a more cooperative mechanism for determining the level of services which can be provided to the public in each community. Under the auspices of the City/County Relations Committee, the County Librarian and a committee of city managers have been meeting for the past several months to review the operation, structure and funding of the County Library. Their objective has been to define and agree on a level of service which could be sustained by the County using existing resources. This "basic" level of service would be provided in each branch library throughout the County. This basic level of service would include having the branch library open to the public for 40 hours a week. One fulltime professional staff member would be present at each branch library along with clerical staff who would check books in and out. No additional reference or special services would be available with this basic level of service. Any supplementation of the basic level of service would be negotiated with the local community and paid for by the city. This could include an increased level of involvement from volunteers to maximize the use of the professional resources which are available. The Chair of the City/County Relations Committee made a brief status report to the Mayors' Conference on February 3, 1994 . The County Librarian and committee of city managers is working out the details of this proposal which will be presented to the City/County Relations Committee on February 16, 1994. At that meeting we are hopeful that the City/County Relations Committee will approve a set of recommendations directed both to the Board of Supervisors and to the Mayors ' Conference. We are recommending that the Board of Supervisors schedule a Workshop on the recommendations from the City/County Relations Committee for March 1, 1994 . The Mayors ' Conference will then be considering the same recommendations at its meeting on March 3, 1994 . Van Marter, Assistant County Administrator SUBJECT: PROCESS AND SCHEDULE FOR DISCUSSION OF LIBRARY STRUCTURE AND FUNDING ISSUES Following are my notes regarding what was agreed to at the City/County Relations Committee on February 2, 1994 regarding our surfacing the plans which are being developed for restructuring the funding and delivery of County Library services. February 3, 1994 : Councilwoman Regalia will make a status report to the Contra Costa Mayors' Conference on the fact that the City/County Relations Committee is working on a plan for the County to provide a "basic level of service" which will consist of each branch being open 40 hours a week with one professional staff member and clerical staff being present. This level of service will provide no professional services, essentially just checking books in and out. The professional staff member will be the manager of the branch and will serve as the library linkage and contact with that community. Any augmentation of this level of service will have to be provided by the city or community and may include volunteers (within the limits of what we are able to negotiate in our MOU with Local 1) or other staff paid for by the city or community. February 3, 1994: Various more detailed option packages which can be made available to cities will be outlined at a meeting of the County Librarian and the city managers with whom she has been working for the past several months. February 3, 1994 : I will insure that Mr. Batchelor is aware of the critical need to include in the negotiations over the MOU with Local 1 provisions speaking to the use of volunteers and any other provisions which may be affected by these proposed changes. February 15, 1994 : The two of you will jointly make a progress report in general terms to the Board of Supervisors and ask the Board of Supervisors to schedule a Workshop on this subject for March 1, 1994 . We will schedule a "Report from the City/County -2- Relations Committee" for this Board agenda to provide you a forum for making this progress report. February 16, 1994 - 2:00 P.M. : The City/County Relations Committee will receive and discuss the option packages which have been developed by the County Librarian and city managers. Hopefully, the City/County Relations Committee will be in a position to adopt specific recommendations to make to the Contra Costa Mayors' Conference and Board of Supervisors. On or about February 17, 1994 : The report from the City/County Relations Committee will be distributed to the members of the Board of Supervisors and city council members and Mayors to insure that everyone has the same information available at the same time. February 24, 1994 : The Library Commission will discuss the material which has been recommended by the City/County Relations Committee and make its own recommendations to the Board of Supervisors, Mayors ' Conference and individual city councils. February 24 or 25, 1994: The members of the Board of Supervisors will receive their packet for the March 1, 1994 Board of Supervisors meeting. March 1, 1994: The Board of Supervisors will conduct a public "Workshop" on the recommendations of the City/County Relations Committee and will consider the recommendations of the Library Commission and individuals and organizations. This may also include consideration of potential new funding mechanisms such as a utility user's tax or special tax requiring 2/3 voter approval. Hopefully, the Board of Supervisors will endorse the proposal and go as far as possible in indicating its support for it. The Board may consider specific issues in "closed session" as they pertain to employee negotiations. March 3, 1994: The Mayors ' Conference will consider the recommendations of the City/County Relations Committee. Hopefully, the Mayors ' Conference will endorse the proposal and go as far as possible in indicating its support for it. March 4, 1994 - May 1, 1994 : Individual cities consider the recommendations of the Mayors ' Conference and negotiate with the County the level of service and delivery mechanism they will have for their Library services in the future - all changes to be effective by June 30, 1994 to insure that the County Library enters the new fiscal year with a balanced budget.
