RECOMMENDATIONS
Adopt resolution establishing the Rodeo Municipal Advisory Council
in accordance with guidelines for Establishment of Municipal
Advisory Councils adopted by the Board of Supervisors on November
29 , 1983 .
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The establishment of a Rodeo Municipal Advisory Council is the
result of substantial community interest.
The Rodeo Municipal Advisory Council would serve solely in an
advisory capacity to the Board of Supervisors on land use and
planning matters affecting the Rodeo community. The Council could
also represent its constituency before the County Planning
Commission and Zoning Administrator.
The Council members would serve without compensation of any kind
and the Board would not provide funds for the payment of Council
meeting stipends, reimbursement of Council members' expenses, or
other operating costs.
Although County staff would provide the Council with information
and reports on planning matters in a timely manner, the Board would
provide no ongoing professional or clerical staff support to 'ha
body.

It is hereby RESOLVED by the Board that:
1 . Creation of the Rodeo Municipal Advisory Council
Pursuant to the authority granted by Section 31010 who shall be residents of the
Rodeo Municipal Advisory Council (RMAC) is hereby created.
2. Membership
The Council shall consist of seven (7) members who shall be residents of the Rodeo
community (as described below) and who shall be appointed by the County Board of
Supervisors upon the recommendation of the District II Supervisor.
3. Rodeo Community
The Rodeo community is that area contained within the boundaries of the attached
map marked Exhibit A.
4. Term of Office
The Council members shall serve four (4) year terms except that for the initial Council,
the Board shall, by lot, select three members who shall serve two (2) year terms and .
four members who shall serve four (4) year terms.
5. Council Duties and Powers
The Council shall advise the Board of Supervisors on land use and planning matters
affecting the Rodeo community, and may represent the Rodeo community before the
County Planning Commission, the Zoning Administrator, and the County Board of
Supervisors on such land use, planning and zoning matters. The Council may also
request related County assistance concerning the foregoing planning matters which,
if legally appropriate and funded, may be provided. It is understood that the Board of
Supervisors is the final decision-making authority with respect to issues concerning the
Rodeo community and that the Council shall serve solely in an advisory capacity.
Except as.specified above, the Council shall not represent the Rodeo community on
any other matter.
6. Comeensation
The Council members shall serve without compensation of any kind and the Board shall
not provide funds for the payment of Council meeting stipends or reimbursement of
Council members' expenses.
7. Staff and Financial Support
A. The Board shall provide no ongoing professional or clerical staff support to the
Council or provide funds to pay for any of the Council's operating costs.

B. County staff will provide the Council in a timely manner with information and
reports on planning matters (proposed General Plan and zoning changes, land
use permits, variance and subdivisions applications, etc.) which take place in,
or will have an effect on the Rodeo community.
C. County staff will provide the applicant with the time and place of Council
(RMAC) meetings and the names and any non-restricted phone numbers of
Council members so that timely discussion of pending applications may be
conducted between them (the Council and applicants) prior to the County
planning agency hearings and decisions.
8. Council Operation
Within the parameters of this Resolution, the Council may organize itself and operate
as it determines but shall hold regular meetings at least monthly at an established time
and place. Any such meeting may be adjourned to the next regular monthly meeting
date if there is no business to be transacted at that time. The Council's open public
meetings shall be conducted in accordance with the provisions of the "Brown Act"
(Government Code Sections 54950 ff.) including the pre-meeting posting of meeting
calendar notices.
9. Council Establishment Not Subject to Vote
The issue of initial establishment of the Council shall not be an election item submitted
to the voters of the Rodeo community.
10. Council Dissolution - 1998
The provisions of this Resolution shall be of no further force and effect after June 1 ,
1998 and the Council dissolved on that date unless the Board of Supervisors has taken
action to extend the Council's existence.
11 . Council Funds
Any funds transferred to or received by the County for the Council shall be accepted
pursuant to Resolution No. 90/334 and only used for the benefit of the Council and its
Rodeo community.
