FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS Included in the Pleasant Hill BART Station Area Specific Plan and the Pleasant Hill BART Station Redevelopment Plan was the construction of a roadway arterial in the former Southern Pacific right-of-way. The Redevelopment Agency has sufficient funds to proceed with the construction of this roadway. Therefore, staff has initiated environmental documentation processes. The Pleasant Hill BART Station Area Steering Committee has reviewed this project in some detail and provided direction to staff with respect to the environmental processes, and recommended that the preparation of an Initial Study and other related environmental processes be initiated. The emphasis of the 1983 Specific Plan is on the development of office uses in conjunction with housing and supportive retail. Since 1983 we have witnessed major tax reform which eliminated much of the incentive for office investment, the demise of the savings and loan and lending community as we knew it in the early 1980's, and a major recession. Due to these factors, a number of property owners have approached staff regarding alternative uses for their properties. Staff believes that the is right to re-examine the permitted uses under the Pleasant Hill BART Station Area Specific Plan. The notion of creating transit-based development with high intensity uses is still operative. However, the nature and mixture of uses may warrant re-examination. Any review would be undertaken through the Pleasant Hill BART Steering Committee. In order to properly conduct the Initial Study for the proposed roadway in the SP Arterial, the land use assumptions must be defined. Therefore, staff is recommending that the environmental documentation relative to the SP Arterial, and the prospective Specific Plan changes be merged and considered as the project as defined under CEQA.
