(aa) Good cause may be established by showing that the recipient's failure or refusal to comply with program requirements was not willful, and no more than two times, a recipient may establish good cause by showing that the recipient failed to comply with program requirements on account of the recipient's negligence. Such showings are subject to rebuttal.
