SUBJECT: APPROVAL OF COMMUNITY SERVICES DEPARTMENT CHILD DEVELOPMENT DIVISION'S
ANNUAL PLAN.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
APPROVE AND AUTHORIZE the Community Services Department Child Development
Division's Annual Plan.
II. FINANCIAL IMPACT
There is no financial impact at this time. The proposed annual plan is to
be included with the Contract that will be returned to the State of
California Department of Education (DOE) .
III. CONSEQUENCES OF NEGATIVE ACTION
The approved annual plan must be included with the DOE contract for Child
Development. If the plan is not approved there is a potential of to-sing
the funding for this program.
IV. REASONS FOR RECOMMENDED ACTION
The approved plan must be included as a goal setting exhibit to the
Contract for Child Development.

ANNUAL PLAN FOR 1993-94

Services Department, Child Development Division seek to accomplish the following
goals during the fiscal year:
1. Continue to provide systemic support to maintain the child development
programs at the level mandated by our various contracts.
2. Maintain and improve program quality by strengthening curriculum
requirements, staff training and acquiring additional materials to close
gaps identified in the 1992-93 Exemplary Program Standard Self-review;
a. Multi-Cultural/anti-bias curriculum
b. Appropriate outdoor play activities
3. Establish a system for tracking eligible AFDC families to recover
Federal dollars as required under AB 2184 and develop protocols to
coordinate with the County Department of Social Services to exchange data.
4. In accordance with California Department of Education, Child
Development Divisions directives, establish computer links to the state
office to transmit and receive data.
S. Prepare for the California Department of Education, Child Development
Division's Contract Monitoring Review cycle by conducting a self-
monitoring review for all contracts with emphasis upon new federally
supported programs.
6. Revise our Parent Handbook to strengthen state contract requirements
and include new information pertaining to the addition of Federal dollars
to our programs and to comply with the needs of our new Infant/Toddler
program.
7. Coordinate with County Lease Management to secure long term facilities
for those classes currently housed in local school district buildings that
have been declared surplus property and are at risk of being sold.
8. Seek additional funding through grant writing to improve the Child
Development programs and facilities and to cooperate in the consolidation
of meal services for a Central Kitchen under the Food Services Division.
9. Continue to network with businesses, other department/agencies and
local community based organizations to support our child development
families.
10. Continue to support the parents' efforts to advocate for improved and
expanded, child care.
