Bragdon Director of Community Development DATE: February 15, 1993 SUBJECT: Designation of Investment Banker - Mello-Roos Bonds (Cypress Lakes Project) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS DESIGNATE Stone & Youngberg as the Investment Banker for a prospective Mello-Roos Special Tax Bonds for the Cypress Lakes project (Chartered „ Land & Cattle Company) , Bethel Island area. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS In July of 1993 the Board of Supervisors approved the rezoning subdivision and Final Development Plan for the Cypress Lakes project in the Bethel Island area. The project will require major infrastructure improvements. The developer has approached the County relative to financing some portion of the infrastructure obligations through the issuance of Mello-Roos Community Facilities Bonds, and a special tax imposed pursuant thereto. This recommendation is being forwarded on behalf of the County's Debt Advisory Committee which includes representatives of the County Administrator, Auditor-Controller, and the Community Development Director.
