SUBJECT: Report on proposed wetland programs
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Reaffirm commitment to wetlands preservation in the County; in
particular to programs related to local regulatory authority as
part ' of a streamlined permit process, and to other wetland
preservation/enhancement programs, such as mitigation banking.
2. Direct the Community Development to continue with identification
of sites for a pilot wetland enhancement/mitigation bank program,
to proceed with obtaining of price and other relevant information
for sites identified, and report to the Water Committee in 1994.
3 . Direct the Community Development Department to continue to work
closely with other relevant agencies on shoreline areas as a
priority for wetlands restoration and other programs.

REASON FOR RECOMMENDATION/BACKGROUND
At the direction of the Board, the County has been involved in
programs for wetlands preservation through regulatory mechanisms,
as well as through programs for wetlands enhancement and
preservation. The County has. been in the process of drafting a
wetlands ordinance for the last three years, and has been working
with interested and concerned members of the community on this
effort. The latest attempt at compromise failed to achieve full
consensus by minority members) of the committee, but this process
was very helpful in establishing dialogue, education relative to
the issues, and an understanding as to the County's intent. Latest
Board action (October 5, 1993) , directs the Community Development
Department to work with relevant wetland regulatory agencies to
obtain their views. on how best to achieve a wetlands program which
successfully combines increased protection with a streamlined
process among involved agencies.
In addition, the wetlands program committee (described above) has
provided. recommendations to the Board (October 5., 1993) on other
programs to enhance wetlands areas within the County, primarily
through 1) working with industry in shoreline (tidal) areas to
preserve and enhance these areas, and 2), to establish a mitigation
bank program, and 3) a pilot program which would accomplish both of
these objectives on a small scale.
After . the report to the Board by this committee, public
participation declined substantially. Due to the long-time frame
in completion of these programs, and the degree of staff and other
agency time required, the Water Committee requests a renewed
commitment from the Board on these issues.
