SUBJECT: FEASIBILITY STUDY OF CREATING A REGIONAL (COUNTY WIDE) ARTS
COUNCIL OR COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Authorize the county administrator and other staff to look into
the feasibility of establishing a Contra Costa County Arts
Commission to serve as a regional arts agency.
REASONS FOR RECOMMENDATION:
Several members of the Orinda Arts Council approached Supervisor
Smith and requested that a feasibility study be done regarding
, the possibility of establishing a Contra Costa County Arts
Commission. Contra Costa County is a sophisticated, suburban
county and its citizens would benefit greatly from having a
county-wide Arts Commission. Contra Costa County and Orange
County are currently the only counties state wide that have not
established a regional or county commission.
In addition to the immeasurable benefits that would result from
this action, there are a number of financial benefits that could
result also. The California Arts Council approves funding yearly
for State-Local Partner organizations . They recently approved two
levels of assistance:
Level 1 : Fifty two recipients received Level 1 funding
for general operation support or technical
assistance.
Level 2 : Five applicants received Level two funding for
project support.

The grants ranged from $15,000 to $54,000 with the majority being
$27,000. All' but three were awarded to County Arts Commissions .
(see attached)
With the establishment .of a regional agency, the County would
also be eligible for grants from NEA (National Endowment for the
Arts) .
Arts commissions or councils are currently established in
Antioch, Concord, Danville, Martinez, Orinda, .Pleasant Hill,
Richmond and San Ramon. A representative of each of these arts
groups could meet and discuss the feasibility of a County Arts
Commission. Gloria Woodlock and Sally Davis of the .California
Arts Council have offered to be present to facilitate the
discussion, contribute expertise and offer suggestions on
structuring a commission.
FINANCIAL IMPACT:
Nominal charge for postage and minimal staff time.
