SUBJECT: AUTHORIZING ESTABLISHMENT OF COUNTY CENTRAL IDENTIFICATION BUREAU
SPECIAL REVENUE FUND
Specific Request(s) or Recommendation( s) & Background & Justification
RECOMMENDATIONS:
1. Authorize the County Auditor-Controller to establish the County Central
Identification Bureau Special Revenue Fund for deposit of funds received
from the cities and other participants in Contra Costa County' s
Automated Fingerprint Identification System (AFIS) .
2. Direct the County Auditor-Controller to apply any interest earned on
such funds to the Fund itself.
FINANCIAL IMPACT:
There is no financial impact resulting from the establishment of this Fund.
It is to be used for the receipt of the cities' and other user agencies'
share of the operating cost of the County' s AFIS operated by the Sheriff's
Department and for each participant' s share of regional (Alameda-Contra
Costa) operating costs. These funds are now managed by Alameda County.
REASONS FOR RECOMMENDATION/BACKGROUND:
In 1987, the County entered into an agreement with Alameda County to jointly
operate a Regional AFIS System. The County also entered into agreements with
the incorporated Cities of Contra Costa County regarding the operation of the
Regional AFIS, a local AFIS Input Subsystem and the method of sharing the
costs for both.

The contract between the County and the Cities stated that the Cities and
other user agencies would pay their cost share to the County. This contract
provides that - "Payments under this agreement shall be deposited in an
interest bearing trust account with any earned interest being applied for
expenses of the Automated Fingerprint Identification System" .
The agreement between the Counties states that Contra Costa would be
responsible for its -share of the applicable Regional AFIS operational costs.
Alameda County would serve as the fiscal manager.
For convenience, the respective County RAN Boards and the Regional RAN Board,
approved that the cost shares from the Contra Costa Users were to be mailed
directly to Alameda County.
The Contra Costa RAN Board which oversees the County' s AFIS is now
recommending that Contra Costa County directly control and manage these funds
rather than paying the funds directly to Alameda County and being reimbursed
later for expenditures. The Regional RAN Board comprising both Alameda and
Contra Costa Counties concurs in this recommendation. This would simplify
administration of the program and would have no negative impact upon
operations. ContraCosta' sshare (County and Cities) of Regional operating
costs, incurred by Alameda County Sheriff' s Department as the operator of the
two-county system, would also be paid out of the Fund. Retaining any
interest on the funds within the Fund is consistent with our County' s
agreement with all the participating cities and user agencies and has been in
effect since 1987.
