SUBJECT: Approval to Negotiate and Execute Contract #24-683 with
Alameda County for Contra Costa County's Participation in a
Regional Neuro-Behavioral Care Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Authorize the Health Services Director to negotiate a contract with
Alameda County, as host county, for Contra Costa County's
participation in a Regional Neuro-Behavioral Care Program to provide
skilled nursing facility (SNF) care and programs for County's organic
brain syndrome (OBS) , traumatic brain injured, and medically
debilitated patients; and
B. Approve and authorize the Health Services Director or his designee to
execute on behalf of the County, Contract #24-683 with Alameda
County, not to exceed a payment limit of $306, 238 for Fiscal Year
1993-94 and a payment limit of $503,700 for Fiscal Year 1994-95, or
a total Contract Payment Limit of $809,938, for the services
described above.
II. FINANCIAL IMPACT:
This Contract is included in the Department's Fiscal Year 1993-94 Budget
and and will be included in the Department's Fiscal Year 1994-95 Budget
and is funded by savings generated from the County's reduction of client
placements at State Hospitals.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On July 22, 1993 , your Board approved Fiscal Year 1993-94 Phase II Budget
Reductions which included a reduction in the number of high-cost State
Hospital beds used through the placement/transfer of State Hospital and
County Acute Inpatient Psychiatric Hospital patients.
In keeping with your Board's mandate to seek lower-cost alternative care
facilities, a new locked facility is being developed for OBS patients.
Alameda County has agreed to act as the host County for eleven counties
which are collaborating in establishing a Regional Neuro-Behavioral Care
Program. Alameda County will contract with Guardian Foundation for the
provision of SNF care and programs for OBS, traumatic brain injured, and
medically debilitated patients.
Approval for the Health Services Director to negotiate and execute a
contract with Alameda County will assure Contra Costa County's
participation in this collaborative effort among the counties to reduce
usage of high-cost State Hospital beds, and, consistent with your Board's
directive, to provide the lowest level of appropriate service in response
-to the Department's realignment responsibilities.
