SUBJECT: Support for Highway 4 Widening and Traffic Safety Measures between Cummings Skyway
and Interstate 80.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE Board of Supervisors' Resolution, attached as Exhibit A, supporting efforts to
accelerate the completion of the State Route 4 Widening Project between Cummings Skyway
and Interstate 80 and Caltrans' efforts for immediate traffic safety measures on this section of
highway.
II. Financial Impact:

Adopted this Resolution on December 6, 1994, by the following vote:

RESOLUTION NO. 94/±02
SUBJECT: In the matter of supporting efforts to accelerate the completion of the State
Route 4 Widening Project between Cummings Skyway and Interstate 80
and Caltrans' efforts for immediate traffic safety measures on this section
of highway.
WHEREAS State Route 4 through Contra Costa County is a vital component of the Bay
Area's transportation network. It is one of three east-west corridors in the greater east
Bay Area. Its improvement is essential for the economic development of the County and
the cities along its route; and
WHEREAS State Route 4, between Cummings Skyway and Interstate 80 is a two-lane
gap in a freeway. The roadway is on a winding, narrow alignment that has inadequate
capacity for the current traffic and has had a high incident of accidents.
WHEREAS the Contra Costa Transportation Authority has in its Measure"C"program$20
Million set aside for completion of the freeway link. This amount is probably not sufficient
to provide the full improvement. Additional funding will be required from other sources
and will take time to develop.
WHEREAS until the freeway gap is closed, additional measures need to be undertaken
by Caltrans to increase safety on this section of roadway. These improvements would
be independent of the gap closure effort and should be implemented at the earliest
feasible opportunity. These measures could be improvements to signing, striping and
lighting as well as enforcement and education.
NOW BE IT RESOLVED that the Board of Supervisors supports improvements to the
State Route 4 Corridor. It specifically supports the completion of the freeway between
Cummings Skyway and 1-80, and urges the immediate action on improvement of traffic
safety measures and enforcement on this section of State Route 4.
