RECOMMENDATION
Participation in the Tri-Valley Council/Comprehensive Subregional Planning Committee (TVC/CSPC), which is
presently preparing and submitting-a Planning Pilot Project to the Association of Bay Area Governments
(ABAG) in response to.their Request for Proposals (RFP) for grant funding. ,
BACKGROUND / JUSTIFICATION
ABAG recently sent out an RFP to all subregions in the Bay Area. ABAG intends to accept grant proposals .
from subregions, and award a grant to the subregion that demonstrates the best Planning Pilot Program.
The Tri-Valley,Council (TVC) recently established the Tri-Valley Comprehensive Subregional Planning
Committee (TVC/CSPC) to respond to the RFP. This committee is presently meeting to prepare and submit a
Planning Pilot Project. The TVC was established in 1984 primarily to facilitate interjurisdictional
communication on issues of subregional concern. It consists of elected officials from the cities of Danville,
Dublin, Livermore, Pleasanton, and San Ramon, and the counties of Alameda and Contra Costa. The
TVC/CSPC also has a member of each of the same participating jurisdictions. It will serve as the Lead Agency
for the Comprehensive Subregional Planning Pilot Project.
The purpose of the Comprehensive Subregional Planning Pilot Project is twofold: 1) to demonstrate
coordinated, multi jurisdictional local planning (at a subregional level) to achieve region-wide goals and
objectives; and 2) to produce a draft subregional strategy comprised primarily of model goals, objectives, and
policy language for potential inclusion in the general plans and related policy documents of the participating
jurisdictions. The planning process for developing the strategy is expected to be as important as the final
project. The process is intended to create a planning environment whereby each participating jurisdiction
respects the views of others while addressing planning 'issues of common concern. Subregional planning in the
Tri-Valley area, and throughout the entire Bay Area, has historically been fragmented and difficult to.achieve.
However,TVC/CSPC is committed to making this process a success. The goal is to jointly achieve more
effective solutions to key subregional planning problems, such as the location and intensity of.urban
development, economic stagnation, loss of agricultural and open space lands, traffic congestion, housing
affordability, and other pressing problems that transcend the boundaries of the Tri-Valley jurisdictions.
