Redevelopment Law.

No General Fund money will be used on this project.
BACKGROUND/REASONS FOR RECOMMENDATIONS
California Redevelopment Law AB 1290, the Community Redevelopment Law
Reform of 1993, requires all redevelopment agencies administering
redevelopment plans adopted prior to January 1, 1994 to adopt a five-
year Implementation Plan by December 31, 1994 (see attached Executive
Summary) . The Implementation Plan has a non-housing and housing
component. which, in total, must describe the following: (1) specific
goals and. objectives for the next five years; (2) specific

.made within the five years of the plan; (3) an explanation of how
the goals, objectives, projects, and expenditures will eliminate
blight; (4) an explanation of how the goals, objectives, projects
and expenditures will implement the low- and moderate-income
housing set-aside and housing production requirements; (5) the
number of housing units to be rehabilitated, price-restricted,
assisted or destroyed; (6) plans for using annual deposits to the
Housing Fund; (7) if a planned project will result in destruction
of existing affordable housing, an identification of proposed
locations for the replacement housing the Agency will be required
to produce; and (8) the project area affordable housing production
plan (AB 315) required.
AB 1290 further requires that prior to adoption, the Redevelopment
Agency conduct a public hearing for the Implementation Plan for the
Agency' s five existing redevelopment areas: (1) the North Richmond
Redevelopment Project Area; (2) the Rodeo Redevelopment Project
Area; (3) the Pleasant Hill BART Station Area Redevelopment Project
Area; (4) the Bay Point Redevelopment Project Area; and (5) the
Oakley Redevelopment Project Area. This implementation plan has
also been reviewed by the various local Redevelopment Area
Committees .

Contra Costa County Redevelopment Project Areas
Major Statutory Provisions of CRL for Affordable Housing
The major statutory affordable housing requirements imposed on redevelopment agencies by
California Redevelopment Law(CRL)may be categorized generally as:
Housing Production Requirement-Specified minimum percentages of new or
rehabilitated housing units in a project area are to be made available at a specified
affordable housing cost.
Replacement Housing Requirement-Agencies must replace housing units removed
from the housing stock as a result of redevelopment activities.
Housing Fund Requirement-Redevelopment agencies are required to expend at
least twenty percent of tax increment revenue for provision of affordable housing.
The Agency has not directly developed any dwelling units historically and does not plan to
directly develop any dwelling units in the future. Therefore, fifteen percent of all new units,
and of substantially rehabilitated units in structures with three units or more within each
project area, are to be made affordable to low and moderate income households. Forty
percent of these must also be affordable to very low income households. All five project areas
will meet the affordable production obligations ori an aggregate level over the ten year
compliance period, from 1995 to 2004.
The Agency plans to replace all housing units removed in each of the five project areas in
accordance with CRL. Therefore,the Agency does not anticipate any unmet replacement
housing obligation in the future in any of the five project areas.
The Agency has allocated at least 20 percent of gross tax increment to the Housing Set-Aside
Fund for the purpose of expanding and increasing each project area's supply of low and moderate
income housing available at affordable cost.

North Richmond Project Area
Housing Production Requirement
• Historically, since adoption of the Plan in 1987,the Agency estimates that a total of.67
housing units (52 new units and 15 substantially rehabilitated units in structures with three or
more units)have been developed in the Project Area. The Agency has not yet met its
15 percent affordable requirement in the North Richmond Project Area. Four very low
income units are currently needed to meet the obligation.
• Between 1995 and 2004, the Agency projects that a total of 230 dwelling units (210 new
units and 20 substantially rehabilitated multifamily units)could be developed in the Project
Area. At the end of the ten year compliance period, about 40 percent would be affordable to
low and moderate income households and 15 percent would be affordable to very low income
households.
• Between 2005 and 2027,the Project Area has a capacity for 43 new housing units. The
Agency expects to meet its 15 percent affordable production requirement on an aggregate
level over the life of the Plan. There will likely be a surplus of affordable units because lof
the large number of affordable units coming on line in the next five years.
Replacement Housing Requirement
• The Agency does not have an existing replacement housing obligation, as no units have been
removed from the North Richmond Project Area.
• The Agency anticipates removing nine units in 1995 as part of the North Richmond Senior
Housing development. As a result,the Agency will incur a replacement obligation of five
low income units,two moderate income units and two moderate income units. The
obligation will be met with replacement units either at the North Richmond Senior Housing
development or at Parkway Estates.
Housing Fund Requirement
• To date, the Agency has deposited$366,676 in the Housing Set-Aside Fund. After
expenditures on housing activities the Housing Fund Balance was $32,480 at the beginning
of Fiscal Year 1994/95.
• The Agency estimates that it will deposit$296,594 in the Housing Fund over the next five
years and $345,071 between 2000 and 2004. The Agency anticipates that it will expend all
of its available funds on affordable housing activities in the next ten years leaving a zero
remaining balance in the Housing Set-Aside fund in 2004.

Rodeo Redevelopment Project Area
• Historically, since adoption of the Plan in 1990,the Agency has determined that a total of 29
new units housing units have been developed in the Project Area. There is currently a small
affordable production deficit of five low and moderate units, of which two must be very
low income units which will be made up over the ten year compliance period.
• In the next ten years,between 1995 and 2004,the Agency projects that 60 new units could be
developed in the Project Area. Approximately two-thirds of these units would be single
family. The Agency will meet its 15 percent affordable housing requirement on an
aggregate level over the ten year compliance period.
• Based on the inventory of remaining vacant developable residential land,the Agency
concludes that no additional housing units could be developed within the Project Area. Any
new units would have to be developed on underutilized land.
Replacement Housing Requirement
• No housing units have been removed from the Project Area to date. Consequently, the
Agency has not incurred a replacement housing obligation.
• The Agency has no plans to demolish or relocate any housing units.
Housing Fund Requirement
• To date, the Agency has made deposits to the Housing Fund in the amount of$224,248.
• The Agency had a Housing Fund balance of$158,280 at the beginning of FY 1994/95.
The level of unencumbered Housing Fund deposits does not constitute an excess surplus.
• The Agency estimates that it will deposit $455,370 the next five years and $585,607
between 2000 and 2004. The Agency plans to expend all of its available housing funds in
the next ten years leaving a zero balance.
• The Agency has not assisted in the rehabilitation or development of housing units to date.

Pleasant Hill BART Station Redevelopment Project Area

• Historically, since adoption of the Plan in 1984,the Agency estimates that a total of 1,042
housing units have been developed in the Project Area. The Agency currently has an
affordable production deficit of 23 low and moderate income units. However,the Agency
has met its 6 percent very low income housing production obligation and currently has a
surplus of 65 units in this category.
• Between 1995 and 2004,the Agency projects that a total of 276 new multifamily housing
units could be developed in the Project Area. Most of these,211 units, will be built in the
next five years on a 4.9 acre vacant residential site in subarea 4 of the Project Area. At the
end of the ten year compliance period,the Agency will meet its 15 percent affordable
obligation and will still have a surplus of units in the very low income category.
• Amendments to the Land Use component of the Pleasant Hill BART Station Area Specific
Plan are being contemplated. The Specific Plan Amendment would permit greater flexibility
in terms of the uses allowed on currently undeveloped sites(subareas 7 and 8, 10A, 11 and
12, and 15). This would include the development of mixed use projects with housing.
• Between 2005 and 2024,the Project Area has a capacity for 245 new multifamily housing
units. The Agency expects to meet its 15 percent affordable production requirement on an
aggregate level over the life of the Plan.
Replacement Housing Requirement
• The Agency does not have a remaining replacement housing obligation, as all housing units
that were historically removed from the Project Area have been replaced as required by Law.
Redevelopment activities resulted in the removal of 93 housing units which have all been
replaced in the Park Regency apartment development.
• The Agency does not plan to remove any more units through the life of the Project.
Housing Fund Requirement
• To date, the Agency has deposited$2,923,836 in the Housing Set-Aside Fund. After
expenditures on housing activities the Housing Fund Balance was $328 at the beginning,of
Fiscal Year 1994/95.
• The Agency estimates that it will deposit $2,876,000 in the Housing Fund over the next five
years and$3,876,800 between 2000 and 2004. The Agency plans to expend all of its
available housing funds in the next ten years leaving a zero balance.

Bay Point Redevelopment Project Area
Housing Production Requirement
• Historically, from the adoption of the Plan in 1987, the Agency has determined that a total of
166 housing units (156 new units-and 10 substantially rehabilitated-units in structures with
three or more units) have been developed in the Project Area. The Agency has a current
affordable obligation of 25 low and moderate income housing units of which 10 must be very
low income units.
• In the next ten years, between 1995 and 2004,the Agency projects that a total of 279 housing
units (265 new units and 14 substantially rehabilitated units) could be developed in the
Project Area. Of these, approximately two thirds would be multifamily. The Agency
anticipates that it will have met its affordability housing obligations by 2004.
• Based on the inventory of remaining developable residential land, the Agency estimates that
362 new dwelling units could be developed within the Project Area from 2005 until the end of
the Project in 2028. Approximately 200 of these units would be multifamily units. The
Agency will have met its 15 percent affordable obligation over the life of the project.
Replacement Housing Requirement
• The Agency currently has a replacement housing obligation of six very low income housing
units and six low to moderate income units in the Bay Point Project Area. The Agency will
meet its replacement obligation with the construction of the Alves Lane Project in 1995.
• The Agency does not anticipate that any housing units will be removed through the remaining
years of the Project. Therefore, the Agency does not anticipate any replacement housing
obligation in the future.
Housing Fundt&quirement
• To date, the Agency has deposited $725,236 in the Housing Set-Aside Fund. After
expenditures on housing activities the Housing Fund Balance was $729,777 at the beginning
of Fiscal Year 1994/95.
• The Agency projects that $1,268,000 will be deposited in the Housing Fund between 1995
and 1999 and $2,018,000 between 2000 and 2004. The Agency anticipates that it will expend
all moneys in its Housing Set-Aside Fund in the next ten years leaving a zero Fund balance in
2004.

Oakley Redevelopment Project Area
$mWng Production Reuuirement
• Historically,from the adoption of the Plan in 1989,the Agency has determined that a total of
108 new units have been developed in the Project Area. The Agency has not yet met its
15 percent affordable requirement in the Oakley Project Area and currently has a deficit of 11
low and moderate income units of which seven must be restricted to very low income
households.
• In the next ten years,between 1995 and 2004,the Agency projects that 302 new units will be
developed in the Project Area. The Agency expects to have a surplus of 25 low and moderate
income units of which 12 will be very low income,largely as a result of affordable housing
developments coming on in the next five years.
• Based on the inventory of remaining developable residential land,the Agency estimates that
220 new dwelling units could be developed within the Project Area from 2005 until the end
of the Project in 2029. The Agency will have met its 15 percent affordable obligation over
the life of the project.
Replacement Housing_Requirement
• No housing units have been removed from the Project Area since the adoption of the
Redevelopment Plan and the Agency does not anticipate that any housing units will be
removed at this time,based on adopted Plans. Therefore,the Agency has not incurred a
replacement housing obligation and does not anticipate any replacement obligation at this
time.
Housing Fund Requirement
• To date, the Agency has deposited$751,576 in the Housing Set-Aside Fund. After
expenditures on housing activities the Housing Fund Balance was under$672,384 at the
beginning of Fiscal Year 1994/95.
• The Agency anticipates that it will deposit $1,740,000 in the Housing Fund over the next
five years and$2,740,000 between 2000 and 2004,leaving a zero remaining balance in the
Housing Set-Aside Fund in 2004. The Agency plans to expend all moneys in its Housing
Set-Aside Fund in the next ten years leaving a zero Fund balance in 2004.

RODEO, PLEASANT HILL BART STATION AREA, BAY POINT
AND OAKLEY REDEVELOPMENT PROJECT AREAS
NOTICE IS HEREBY GIVEN that the Contra Costa County Redevelopment Agency of
Contra Costa County (the "County") on Tuesday, December 6, 1994 at 2:00 p.m., or as soon
thereafter as the matter may be heard, mi the Board of Supervisors Chambers, County Administration
Building, Room 108, 651 Pine Street, Martinez, California will hold a public hearing on the
Implementation Plan for the Agency's five existing Redevelopment Areas: (1)the North Richmond
Redevelopment Project Area; (2) the Rodeo Redevelopment Project Area; (3) the Pleasant Dill
BART Station Area Redevelopment Project Area; (4)the Bay Point Redevelopment Project Area;
and(5)the Oakley Redevelopment Project Area, pursuant to Health and Safety Code Section 33490.
The hearing may be continued from time to time until completed.
The purpose of this hearing is to consider an Implementation Plan prepared pursuant to Health
and Safety Code Section 33490 for the Agency's five existing Redevelopment Areas. The
Implementation Plan sets forth the specific goals and objectives for each Project Area, the specific
programs('including potential projects) and estimated expenditures proposed to be made during the
next five years, and an explanation of how the goals and objectives, programs, and expenditures will
eliminate blight within each Project Area and implement the affordable housing requirements of the
California Community Redevelopment Law. The proposed Implementation Plan does not create any
new activity in the redevelopment Project Areas. The Implementation Plan also describes how the
Redevelopment Agency will implement: (1)the state requirements to increase, improve and preserve
low- and moderate-income housing; and (2)the inclusionary housing requirement.
Any and all persons having any objections to the Implementation Plan, or who deny the
