SUBJECT: Approval of Contract Amendment Agreement #24-763-1 with
Diane Gatewood
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee (Chuck Deutschman)
to execute on behalf of the County, Contract Amendment Agreement #24-763-1, effective
July 20, 1994, to amend Standard Contract #24-763 with Diane Gatewood to increase the
Contract Payment Limit by $1,562, from $12,750 to a new total Payment Limit of $14,312.
II. FINANCIAL IMPACT:
This Contract is funded 100% by Federal grant funds from the Center for Substance Abuse
Treatment (CSAT) . No County match is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
In March 1994, the County Administrator approved, and the Purchasing Agent executed,
Standard Contract #24-763 with Diane Gatewood, for the period from March 1, 1994
through September 29, 1994, with a six-month automatic contract extension through March
31, 1995, for provision of family recovery advocacy services for West County men
involved in the criminal, justice system.
These services are being provided as part of the Department's Federally-funded Family
Recovery Project which is an effort to expand the delivery of innovative services to
African-American men who are currently seeking substance abuse treatment through the
West County Detention Facility, and have primary or secondary responsibility for
children under eighteen years of age.
In May of 1994, the Federal Center for Substance Abuse Treatment (CSAT) notified the
Department regarding a violence interruption workshop scheduled for July in Chicago.
CSAT encouraged staff from our new Family Recovery Project to attend this workshop and
to use Federal grant funds to do so. Ms. Gatewood's attendance at the workshop and
reimbursement for the expenses she incurred were approved in advance by the Substance
Abuse Division Director; however, the processing of a formal contract amendment to add
the requisite funds to her Contract was inadvertently overlooked.
Approval of Contract Amendment Agreement #24-763-1 will increase the Contract Payment.
Limit to pay the Contractor for the extra hours she worked and to reimburse her for the
expenses she incurred in attending the workshop as requested by the County. Board of
Supervisor's approval of this Amendment is necessary because, with the automatic
contract extension, the contract payment limit will exceed the amount the Board has
authorized the Purchasing Agent to approve.

AMENDMENT SPECIFICATIONS

In consideration for Contractor's willingness to attend, at County's request,
a workshop related to Contractor's activities under the Contract identified
herein, County agrees to increase the Contract Payment Limit. County and
Contractor agree, therefore, to amend said Contract as set forth below while
all other provisions of the Contract remain unchanged and in full force and
effect.
1. Payment Limit Increase. The payment limit set forth in Contract
Paragraph 5. (Payment Limit) is hereby increased by $1,562, from $12 , 750 to
a new total Payment Limit of $14,312 .
2 . Modification of Payment Provisions. Payment Provisions Paragraph
1. (Payment Amounts) , subparagraph d. , is hereby modified to read as follows:
" [X] d. (1) $10.45 per hour, -NOT TO EXCEED a total of 1, 196 hours of
service or a total of $12 ,498. 20; and
(2) In addition County will reimburse Contractor an amount
not to exceed $1,813.80 as follows: (a) for miscellaneous
expenses actually incurred in the provision of services
hereunder during the term of this Contract; and (b) for
expenses actually incurred in attending workshops and
conferences, and travel, on behalf of the County,
approved in advance by the Substance Abuse Division
Director. "
