YANCEY, DISTRICT ATTORNEY Contra November 7, 1994 Gia DATE �� Personal Services Contract,' Statewide Automated Choi, SUBJECT: Support System/County Child Support Operations Expert SPVC 1 F 1 C REQUEST(S) OR RECOMMENDATION(S) A BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Authorize the District Attorney to execute a personal services contract, and any extensions or amendments thereto, with the State Department of Social Services for a County employee to assist in the development of the Statewide Automated Child Support System, for the period July 1, 1994 through December 31, 1994 in the amount of $40, 165 (State Funds) . FINANCIAL IMPACT: None. There is no net county, cost associated with the approval of this request. The State Department of Social Servicee agrees to pay to Contra Costa County, monthly in arrears, the total contract amount not to exceed $40, 165 for the yerm of the Agreement. There is a potentialipf $13,656 (34% of costs) in additional revenue, diminished only by the possible need to hire staff to fill the position. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Statewide Automated Child Support System (SACSS) must be fully operational and certified by the Federal Administration for Children and Families by October 1995 . The, system must be developed and implemented in a manner that meets the needs of ,all California' s District Attorney' s Family Support 'Division in order to be effective. In order to fully represent the views and provide expert knowledge of County end-user operation, several functionally oriented teams need to be formed within the State Automated Child Support Bureau (SACSS) . One of these teams is Applications Support. The Applications Support Team must include experts from several representative counties . These experts will work with State Child Support Program experts, vendor staff and Statewide Automated Child Support Bur4au technical staff to analyze, design, modify and implement the ' system. Child Support System/County Child Support Operations Expert This agreement is to be entered into by and between the State Department of Social Services and the County of Contra Costa for the purpose of the County providing personal services to the Statewide Automated Child Support Bureau by loaning a employee to serve in the capacity of County Child Support Operations Expert. pursuant to Government Code Section 19050. 8. The State Department of Social Services will reimburse the County for the cost of the employees salary and benefits . The State- will directly pay a long term T1� subsistence allowance and travepenses icurred by the employee. CONSEQUENCES OF NEGATIVE ACTION: If the State Child Support System project is not successful, the State will lose as much as two (2) million dollars per month of reimbursement of welfare monies collected and be subject to fiscal sanctions from the Federal Government which would, in turn, negatively impact the Counties . Contra Costa County would also lose the first hand knowledge and expertise gained, by one of its own staff members, -which-would assist in a smoother transition during conversion to SACSS. If we do not have this first hand knowledge available to us we may need to hire someone to assist with conversion.
