AND COUNTY ADMINISTRATOR Rusty Kielch, AIDS Program, Health Services Q Cities of Antioch, Concord, Richmond, Walnut Creek BY DEPUTY BACKGROUND/REASONS FOR RECOMMENDATIONS The National Affordable Housing Act (Public Law 101-625, approved November 28, 1990) authorized the Housing Opportunities for Persons with AIDS Program(HOPWA)to provide States and localities with resources to devise long-term comprehensive strategies for meeting the housing needs of persons with HIV/AIDS and related diseases. Approval of the contract with the City of Oakland will provide $528,066 to the County as administering agent on behalf of Contra Costa's Entitlement Jurisdictions (the County and Cities of Antioch, Concord, Richmond, and Walnut Creek). In accordance with the County's previously submitted HOPWA application, $118,000 will be used to provide support services for people with HIV/AIDS including benefits assurance counseling and housing advocacy, $400,000 will support the development of one or more group homes for people with HIV/AIDS, and $10,088 will provide program administration. The supportive service funds will maintain existing contracts with Benefits Assurance and Housing Advocates, thus providing uninterrupted service to clients. The housing funds will be allocated through a competive application process to be initiated in December, 1994, with recommendations for specific projects to the Board of Supervisors in March, 1995. Representatives from the AIDS Project of Contra Costa and the Entitlement Jurisdictions will participate in the review process. These efforts continue the County's goals of addressing the housing and supportive service needs of people with HIV/AIDS in Contra Costa. c:EG\data\wp60\hopwa\bdorder l.wpd
