SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair, Board of Supervisors, to execute on
behalf of the County, Cooperative Agreement Award #28-565 with the
U.S. Department of Transportation National Highway Traffic Safety
Administration (NHTSA) , in the amount of $30, 538, for the. period from
October 1, 1994 through September 30, 1995, for the Traffic Safety and
Health Partnership Development Project.
II. FINANCIAL IMPACT:
Approval of this Agreement will result in $30, 538 of Federal funding
during the period from October 1, 1994 through September 30, 1995, for
the Traffic Safety and Health Partnership Development Project. No
County funds are required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
This project will be an extension of the Department' s existing traffic
safety-oriented injury prevention projects that require project
dissemination beyond Contra Costa County. After a regional survey of
county health departments and academic injury training programs, this
project will transfer technical information to those outside entities
which demonstrate an interest in the Prevention Program's injury
prevention programming model.
The Board Chair should sign four copies of the Agreement. Three
copies of the Agreement and three certified and sealed copies of this
Board Order should be returned to the Contracts and Grants Unit.

I. STATEMENT OF AUTHORITY
This Cooperative Agreement between the National Highway Traffic Safety
Administration, hereinafter referred to as the "NHTSA, " and the Contra
Costa Health Services Department, hereinafter referred to as "the
Grantee, " is hereby entered into under the authority of the Highway
Safety Act of 1966, as amended (23 U.S .C. Chapter 4) . This
Cooperative Agreement provides for the limited exchange of personnel,
equipment, facilities and funds to achieve the following purpose (s) .
II. STATEMENT OF BACKGROUND AND PURPOSE
A. Background:
There are limited partnerships apparent between county public
health programs and the traffic °safety community within states of
NHTSA Region IX. Traffic related injury is slow to be perceived
as a public health problem given competing issues that attract
considerably more attention in the health arena. As well,
despite compelling data, health programs- infrequently budget
adequate funding for public health initiatives which are directed
toward traffic related injury prevention and control.
In California the number of counties with injury control programs
that specifically address traffic safety and collaborate directly
with traffic safety professionals (e.g. , law enforcement,
insurance companies, road and traffic engineering departments,
the State Office of Traffic Safety [OTS] , the Centers for Disease
Control and Prevention [CDCP] , and NHTSA) is limited almost
exclusively to the larger counties. In other Region IX states,
the same limitations are assumed to exist in county and related
jurisdictions. However, research needs to be done to determine
accurate information on existing programs and their funding.
Limited opportunity exists for public health curriculum in
traffic related injury control at the university level. Limited
supervised field training opportunities have been developed with
public and private agencies . There is also limited knowledge of
funding resources for academic injury control training programs .
B. Purpose:
The purpose of this project is to 1) assess within Region IX the
existence of injury prevention and control programs with traffic
safety components in the state and county health departments as
well as health services providers; 2) promote collaboration among
those entities where the level of such collaboration is low or
non-existent; 3) provide assistance for graduate schools of
public health and medical schools in the development of academic
injury control programs which focus on traffic injury and that,
as appropriate, include field placements with agencies with
traffic safety programs; and 4) provide the basis for similar
efforts in other locations.

III. SCOPE OF WORK
For a period as hereinafter set forth, NHTSA and the Grantee shall
cooperatively furnish the necessary personnel, equipment and
facilities, and otherwise perform all things necessary for or incident
to the performance of work (the accomplishment of objectives) as set
forth below:
A. Specifically. NHTSA will:
1. Provide office space and related accommodations while
performing work under this agreement.
2 . Provide at no cost to the grantee, a copy of the NHTSA
health cost software for use under this agreement.
3 . Maintain on-going contact with the CONTRA COSTA HEALTH
SERVICES DEPARTKENT regarding the conduct of this agreement.
4. Utilize the outcome of this effort to assist other locations
in the conduct of similar activities.
B. Specifically, the Grantee will:
1. Perform the effort as specified in the Grantee' s proposal
dated May 23, 1994, entitled "Traffic Safety and Health
Services Partnership Development. " Pages 1 through 6 of
this proposal are incorporated herein and made a part of
this Cooperative Agreement.
2 . Any deviations from the procedures or objectives specified
in this proposal must be presented and approved by the NHTSA
Contracting Officer before such deviations are implemented.
3 . Provide the necessary personnel, equipment and facilities
needed while performing work under this agreement.
4. Assign a point of contact with the NHTSA Regional Office for
purposes of coordinating work under this agreement and
maintain on-going contact with the NHTSA Region IX office.
C. Statement of Work
At a minimum, the following specific requirements shall be
fulfilled:
Task 1
The Grantee shall conduct an assessment within Region IX to
determine the existence of injury prevention and control
programs with traffic safety components in the state and
county health departments, health services providers and

other sources. The assessment will include a review of past
and current activity, including funding sources, other
collaborative agencies, and project outcomes. Conduct of
the assessment shall not assume that collaboration is
predicated only on an exchange of funding.
Task 2
The Grantee will summarize and analyze the results of this
assessment and make recommendations to Region IX regarding
top targets of opportunity in which to promote
collaboration.
Task 3
The Grantee shall write a plan which identifies 1) the
targets of opportunity in which to promote collaboration;
2) strategies to promote such collaboration including face-
to-face meetings with the potential collaborators,
coalition-building; marketing efforts, etc. , and 3) expected
results of the collaboration. The plan will emphasize: 1)
strategies to address the importance of focusing on injuries
as well as fatalities; 2) the costs associated with motor-
vehicle crashes, injuries and fatalities vs. prevention
costs; 3) strategies to encourage resource allocation for
traffic injury prevention programs; 4) importance of data
and data linkages. Use of the new NHTSA software for
assessing economic costs will be included in the plan.
Task 4
NHTSA and the grantee shall implement the strategies
outlined in the plan described in Task 3 .
Task 5
The Grantee shall conduct an assessment of all colleges and
universities within Region IX to determine existence of
schools of public health and transportation studies and
whether and to what extent they have traffic related injury
control curriculum and/or academic field placement in
traffic safety program agencies as part of their regular
academic offering. An assessment of the medical schools
shall also be conducted to determine the level of injury
control studies (with emphasis on motor vehicle-related
injury control) contained in the curricula.
Task 6
The Grantee shall summarize and analyze the results of the
assessment described in Task 5 and make recommendations for
targets of opportunity.

Task 7
NHTSA and the Grantee shall implement the recommendations
outlined in Task 6 . Emphasis shall be placed on: 1) the
development of injury control programs for schools of public
health and medical schools with focus on motor vehicle-
related injuries and; 2) promotion of academic training
partnerships with health departments and other agencies with
traffic safety goals to establish field placements for
public health undergraduate and graduate level students.
Task 8
The Grantee will complete quarterly reports and a final
report of activities regarding those activities referenced
above. The final report shall contain a report of the
processes used (assessment, work plan development, etc. ) ,
strategies, activities, results and recommendations .

IV. PERIOD OF PERFORMANCE
The period of performance of this Cooperative Agreement is from the
Cooperative Agreement Effective Date of October 1, 1994, as shown on
the face page, through a scheduled completion date of September 30,
1995 .
V. FINANCIAL ADMINISTRATION
A. The total not-to-exceed amount of Federal funding to be provided
under this Cooperative Agreement is $30, 538 .

B. AMroved Project Budget: The approved Project Budget, dated July
12, 1994, is incorporated herein and made a part of this
Cooperative Agreement. Any reallocation of funds among budget
items which does not result in an increase to the current Federal
funds available, or to the total amount of Federal funding
provided, whichever is lesser, shall require only prior written
authorization from the NHTSA Contracting Officer and the issuance
of a Revised Project Budget. Any reallocation of funds among
budget items which will require an increase to the current
Federal funds available, or to the total amount of the Federal
funding provided, shall require a formal modification to this
Cooperative Agreement.
C. Indirect Costs: The Grantee shall be limited to the application
of the following maximum indirect cost rate (s) under this
Cooperative Agreement for the period shown and shall use these
rates for billing purposes:

2 . All vouchers shall include a reference to NHTSA Cooperative

basis . Payment approval shall be subject to satisfactory
progress and, when applicable, to the receipt and acceptance
of the quarterly progress and final reports by the NHTSA
COTR.

3 . The Grantee shall furnish the following minimum information
in support of all costs claimed:
a. The period of performance for the costs claimed;
b. Current and cumulative amounts of the following items
of cost: direct labor; fringe benefits; material
costs; consultant costs; subcontractor costs; travel
costs itemized including origin and destination; and
any other supporting data for unusual expenditures.

VIII. GENERAL PROVISIONS
The NHTSA General Provisions for Assistance Agreements, dated 5/90 , as
attached, shall be applicable to this Cooperative Agreement.
IX. MODIFICATIONS
Modifications to this Cooperative Agreement may be proposed at any
time during the period of performance by either party, and shall
become effective upon approval by both parties .
