SUBJECT: ACCEPT RESIGNATION FROM THE HAZARDOUS MATERIALS COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT the resignation of Bryant Fischback from the Hazardous
Materials Commission as the alternate for the Public Member seat,
DIRECT the Clerk of the Board to apply the Board' s policy to
filling the vacancy and REFER the vacancy to the Internal
Operations Committee.
BACKGROUND:
Attached is a letter which has been received from Bryant Fischback,
indicating that he is resigning as the alternate to the Public
Member on the Hazardous Materials Commission after having served
continuously since the establishment of the Commission and its
predecessor, ` the Hazardous Waste Task Force.

Dear Elinor:
1 am sending you this letter to inform you officially that 1
shall not seek reappointment to the Hazardous Materials Com-
mission as an Alternate when my term expires on December 31, 1994.
As you are aware, I have been an Alternate Commissioner or a
Commissioner to the Contra Costa County Hazardous Materials
Commission since its inception. 1 also was a charter member
of its predecessor organization, the Contra Cbsta Hazardous
Waste Task Force. All told, 1 have been a member of these two
groups for eleven years. 1 believe that it is time for me to
"pass the baton" to another qualified person to serve as the
Public Member Alternate to the Commission.
It has been a real pleasure for me to have served the citizens
of Contra Costa County to the best of my ability throughout
these eleven years. Serving on these teams has certainly
broadened my outlook concerning the hazardous wastelhazardous
materials issues. The groups, though diverse in background
and culture always strove to reach consensus with the health
and welfare of the people of our County as the highest priority.
1 shall truly miss the interaction and fellowship of the
Commission meetings.
1 look forward to attending an occasional Commission meeting
and wish each and every member the best of everything as you
endeavor to do your very important work. I believe that this
Commission is charged with maintaining a quality of life which
is unparalleled in any other County in California.
