RECOGNIZING THE CONTRIBUTION OF,]
THOMAS C. SINCLAIR UPON HIS ]
DEPARTURE AS ORINDA CITY MANAGER]
WHEREAS, Thomas C. Sinclair has given nine years of dedicated
service to the City of Orinda as its first city manager and helped
guide the city through its first decade of incorporation; and
WHEREAS, Thomas C. Sinclair through his leadership helped shape
and formulate a governmental structure and public policy that
future administrations can rely on to ensure that Orinda continues
to grow and prosper as a city; and
WHEREAS, Thomas C. Sinclair administered a staff of fifty-five
employees and a budget of eight million dollars a year with a
degree of efficiency that guaranteed the citizens of Orinda sound
and secure city government; and
WHEREAS, Thomas C. Sinclair's able stewardship of the City of
Orinda provided Contra Costa County with a jewel of a city;
NOW, we the Board of Supervisors of Contra Costa County do hereby
thank, commend, and recognize
Thomas C . Sinclair
upon his departure as the Manager of the City of Orinda.
PASSED by unanimous vote of the Board members present on this 6th
day of December, 1994 .
I hereby certify that the foregoing is a true and correct copy of
a resolution entered in the minutes of said Board of Supervisors on
the date aforesaid.
