Richmond Senior .,.Housing Real Property Acquisition/Relocation Services
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director - Redevelopment to sign a
contract with Contra Costa County for real property services relative
to property acquisition/relocation needs for the North Richmond Senior
Housing Project, in the North Richmond Redevelopment Project Area.
FISCAL IMPACT
No Generali Fund money will be used on this project . The total
estimated contract amount is $45, 000 . The Redevelopment Agency will
reimburse the County for expenditures up to $45, 000 out of its Housing
Bond Proceeds for the North Richmond Project Area. The project is
included in the adopted Agency budget for FY. 1994-95.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major Redevelopment activity in North Richmond is to improve and
expand the supply of affordable housing. On September 13, 994, the

Redevelopment Agency approved a Disposition, Development and Loan Agreement
(DDLA) between the Agency and the Community Housing Development Corporation of
North Richmond and Eden Housing, Inc. The DDLA provides for the block bounded
by 2nd, 3rd, Grove and Chesley to be redeveloped into a 50 unit senior housing
project with potentially a health center, Sheriffs ' substation, and a
commercial/retail component .
In total there are nineteen (19) parcels to be assembled for this project. The
Real Property Division of Contra Costa County will facilitate the successful
acquisition of all these properties necessary to develop the senior housing
project .
